In this article, you will find our compiled GRADE 6 Learners Materials – 2nd Quarter LM. We aim to complete all the GRADE 6 Learners Materials  (LM) to make them available to our fellow teachers and help them complete  their resources to make their efforts more directed into the actual  teaching process.

You will find the download links for the Learners / Learning Materials at the bottom of this article. If you have time, you may read the article below from the Department of Education.

Children in primary schools are in the stage of Concrete Operations as suggested by Piaget when they learn by manipulating concrete objects. Therefore, at this stage of learning concrete materials as teaching-learning materials are essentially required.

The Learners Materials can be categorized in different ways like real objects or prepared materials; Audio, visual or audio-visual; projected, non-projected, or experiential. Materials for activity learning need to be relevant, contextual, and related to real life experiences.

Utmost care and discretion need to be observed in collecting, using/displaying and storing the TLMs. Developing and maintaining a TLM corner in the classroom with the direct involvement of the students helps both teacher and students in enriching the resources for classroom teaching-learning activities.

Textbook is an essential material for both teaching and learning. There is immense scope of learning beyond the textbooks which need to be harnessed by the teachers and students for enriching and expanding their knowledge.

Materials, Facilities, and Equipment (DepEd Order No. 21, s. 2019 – Policy Guidelines on the K to 12 Basic Education Program)

  1. Text-based and non-text-based learning resources suitable to the needs of learners are aligned with the curriculum, addressing the learning competencies found in the curriculum guides. Each learning resource is tagged with its corresponding competency codes. These materials are provided to all learners and teachers for the enhancement of the learning and teaching process.
  2. Text-based learning resources include textbooks (TX), teacher’s manuals (TM), learner’s materials (LM), teacher’s guides (TG), readers, and worksheets undergo a rigorous screening and evaluation process prior to their publication and/or distibution. These learning resources are also transcribed into Braille. Learning resources for subjects taught in the mother tongue are contextualized in the regions and divisions. Modules and Basic Literacy Learning Materials (BLLMs) were developed for ALS learners based on the enhanced ALS curriculum, while materials were also created for Madrasah Education. The Learning Resource Management and Development System (LRMDS) has been developed to provide an arrangement for assessing, acquiring, adapting, developing, producing and distributing quality learning and teaching resource materials for students and teachers. Itis supported by the collaborative work among the central and regional, division, and school personnel on ways of improving access to quality instructional and learning materials. A database of the curriculum guides and digital copies of these learning resources tagged with their respective competency codes are made available and free to use at the Learning Resource (LR) portal (lrmds.deped.gov.ph). Tagged print resources include Learner’s Materials, Teacher’s Guides and ALS materials which have been previously distributed to schools but are still relevant for specific learning competencies.
  3. Due to the diversity and number of Senior High School subjects, learning resources are classified into five “course packs”, each with specific learning resources. A reader is recommended for topics that can stand alone such as Humanities subject, complemented with a teacher’s guide, while a manual is for skills building and procedural topics, as seen in TVL subjects. Activities can be included in these materials or a separate activity workbook may be recommended for subjects in the arts. Proposals for the development and use of videos presenting procedures and lectures are also made for highly technical subjects in the sciences and TVL, and specialized subjects in the arts and sports track to aid both learners and teachers in deepening their understanding of the topics.
  4. The non-text-based learning resources are the tools and equipment for science, math, and technical-vocational-livelihood (TVL) classes. Their technical specifications have been identified and placed in the Tools and Equipment Database and uploaded in the LR portal. Non-text learning resources have been tagged with competencies using the learning competency code. These can be found in the curriculum guides uploaded in the website.

 

Development of Learning Resources

Aligned with the principles of an inclusive and contextualized curriculum is the development of contextualized learning resources which is stipulated in RA 10533. Both contextualized teaching and learning materials shall be developed and produced at the field offices based on standards set by the Bureau of Learning Resources. These will complement the instructional materials provided by the Department and external partners/stakeholders

Learning resources (text and non-text based) shall be utilized to engage learners in active participation and interaction using different contexts that promote real life application. The diversities of learners’ abilities, knowledge, learning styles, study habits, interests, motivation, multiple intelligences and other circumstances must be considered in the preparation, development, and delivery of contextualized learning materials and activities. As mentioned in the K to 12 Policy, some of these learning resources are also transcribed into Braille and adapted in other ways (e.g. like having a sign language interpreter in class) to ensure that all learners have access to these materials).

Quality assurance processes shall ensure that learning resources produced are free from any discriminatory content, are appropriate to diverse learners, and are sensitive to social and cultural contexts.

The community as a learning resource shall also be developed and maximized.

The Learning Resource Portal as a repository of learning and teaching resources shall be utilized and maximized.

>>>PowerPoint saves time and energy. Once the presentation has been created, is easy to update and can be modified for other lessons. It is portable and can be easily shared with students and colleagues. It also supports multimedia such as video, audio, images and animation.

Advantages of PowerPoint Presentations

PowerPoint Presentations produce better visual effects and deeper impression. The contents of a science lecture is often abstract, sometime they are hardly to explain using chalkboard. However, by presenting PowerPoint slides inserted with pictures, flow charts, schematics, animations, even video clips, the lecture may become vivid and attractive to students.

PowerPoint Presentations speeds up the information transfer. In a PowerPoint presentation, the teacher can deliver more information than by traditional lecture. The amount of information transferred in a traditional lecture is often limited by the writing speed of the instructor on chalkboard. But in a PowerPoint presentation, all outlines were typed previously in slides. Especially, when instruction of science courses need to present large amount of data, using PowerPoint could significantly increase the efficacy of a lecture. Compared with chalkboard-writing in traditional lecture, a PowerPoint file can be easily copied, maintained, transferred and printed.

To students, the file maybe available on-web before or after the class, and may thus be previewed or reviewed. This may be the most appreciated feature of PowerPoint. PowerPoint presentation saves time for students with learning differences that require more time to take notes, because they may download PowerPoint files from web and obtain organized notes or handouts and accurately drawn graphs. Therefore, PowerPoint may enhance the performance of students at class.

PowerPoint Presentations are more precise and more systematic. A well-prepared PowerPoint may present students with more precise contents of topics. Before presentation, by editing or reviewing the PowerPoint file, the teacher has enough time to check term spelling, expression of a conception or a theory, logicality of formula derivation, as well as the precision of numbers and data, etc. To students, this is essential for correct and accurate comprehension of topics. After class, by collecting feedback from the students, the teacher could easily optimize PowerPoint slides to fit the students by editing slides. On the other hand, PowerPoint slides may be systemically organized. The clear outline could be helpful for students to construct correct knowledge in mind.<<<

>>>Some Tips on Preparing PowerPoint Presentations

Creating PowerPoint Presentations consumes a lot of time and effort. That’s why it’s important to invest for its design and development. Here are some ways to improve your presentation.

PowerPoint Slide content

  • Avoid text-dense slides. Use brief points instead of long sentences or paragraphs. It’s better to have more slides than trying to place too much text on one slide. As a rule of thumb, plan to show one slide per minute to account for discussion and time and for students to absorb the material.
  • Use PowerPoint to cue and guide the presentation rather than project long and complete sentences. Reduce redundant or text heavy sentences or bullets to ensure a more professional appearance
  • Relate PowerPoint material to course objectives to reinforce their purpose.

Emphasize your PowerPoint content

  • Use italics, bold and color for emphasizing content. Avoid using underlines for emphasis which typically signifies hypertext in digital media.
  • Use of a light background (white, beige, yellow) with dark typeface or a dark background (blue, purple, brown) with a light typeface is easy to read in a large room.
  • Consider using different color slide backgrounds to change the pace of the presentation (or when you shift to new major content).

Typeface

  • Use a sans serif typeface such as Arial, Helvetica, or Tahoma. Limit the number of typeface styles to no more than two per slide.
  • Ensure the typeface is large enough to read from anywhere in the room: titles and headings should be no less than 36-40 points.
  • The subtext should be no less than 32 points. Clip art and graphics
  • Use clip art and graphics sparingly. Research shows that it’s best to use graphics only when they support the content. Photographs can be effectively used to add realism. Size and place graphics appropriately on the slide.

Animation and sound

  • Add motion, sound, or music only when necessary. When in doubt, do without!  Excessive movement within or between slides can interfere with the message and can be annoying. Avoid or use only simple screen transitions.

Final check

  • Check for spelling, correct word usage, flow of material and overall appearance of the presentation.

  • Colleagues can be especially helpful to check your presentation for accuracy and appeal. Note: Typos are more obvious when they are projected.

  • Schedule at least one practice session to check for timing and flow.<<<

The following techniques can be incorporated into PowerPoint presentations to increase interactivity and engagement between students and students and students and the teacher. Each technique can be projected as a separate PowerPoint slide.

Run a Slide Show as Students Arrive in the Classroom

This technique provides visual interest and can also have a series of questions students can answer as they sit waiting for the class to begin. These questions could be future texts or quizzes. Such as projecting an opening question, take a moment to reflect on ______(topic).

This can be projected at different intervals of a presentation to allow students to concentrate on, and discuss what has been presented. For example, – Think of what you know about ______(topic),  list as many characteristics of _________ or write down as many words related to __________(this technique helps with recall of pertinent information).

Start with your clearest thoughts and then move on to those what are kind of questions to ask students if they have any questions so far. Do this about every 15 minutes or so. (This technique provides time for students to reflect and is also a good time for a scheduled break and for the teacher to interact with students).

If You Could Ask One Last Question—What Would it be? (This technique allows for students to think more deeply about the topic and to apply what they have learned in a question format). What is the most useful point in today’s material and how can you illustrate its use in a practical setting? (This technique can tell the instructor if the lesson is on track).<<<

Why should you consider using PowerPoint for your teaching and learning activities? There are many reasons but the key ones include:

  • Appropriate use of PowerPoint can enhance the teaching and learning experience for both teacher and students
  • It provides encouragement and support to teacher by facilitating the structuring of a presentation in a professional manner.
  • By careful mixing of media, a presentation can appeal to a number of different learning styles and be made more stimulating
  • The electronic file format allows distribution and modification for/by students unable to be present or who have impaired visual or auditory difficulties
  • Editing of each PowerPoint file is very easy with minimal associated reprinting costs. This ease and potential immediacy of revision facilitates reflection upon, and evolution of, teaching materials by teacher whilst minimising the consequences of any revision in terms of either workload or time.

>>>PowerPoint is an excellent aid to presentations providing each presentation is considered first from a pedagogical viewpoint while bearing in mind the different ways in which students learn and largely trying to avoid the pitfalls of passive knowledge transmission. These problems, of course, are not specifically associated with PowerPoint use but it does have a tendency to make some practitioners feel that the improvements offered by PowerPoint are sufficient to make their presentations more effective. When used appropriately, it does encourage teachers, for the sake of a relatively shallow learning-curve, to improve the professionalism and quality of their didactic sessions and facilitates the development and evolution of more interactive and flexible practices. It soon becomes obvious that didactic use represents only a very basic level of practice

PowerPoint is much more powerful and flexible than that and alternative activities can be facilitated by its use, limited only by the creativity of the user. Consider combining media where necessary although you should use multimedia from within PowerPoint cautiously. <<<

For example, a math or science teacher might intersperse her lessons with professional-looking formula charts or chemical structures. Any teacher could make an impressive graphic introduction to a class.

PowerPoint is also valuable as a tool for learning in the hands of your students. They will soon learn the necessary skills to use the program with flare and they’ll creating presentations of their own. As their teacher, you’ll guide them in the direction of learning projects of all kinds related to the K-12 curriculum . In the context of PowerPoint, students will discover knowledge and construct their own mental database of information that will stand them in good stead in their future lives.

Effective PowerPoint Presentation is much more than just presenting your ideas or delivering a speech. It is about skillful communication and relating to your students. An effective presentation is one that matches the message to the audience, matches the content and delivery to the purpose, and is delivered in a clear and engaging manner. To create that kind of presentation requires preparation. You need to learn about your audience and any logistical factors so that you can tailor your message accordingly. With your audience in mind you can outline the presentation to clarify your key messages and establish a logical sequence.

Representative. Lorna C. Silverio filed House Bill No. Hb03894 : An Act Repealing Republic Act No. 10912, Otherwise Known As The “Continuing Professional Development Act Of 2016” (CPD Law). It was already referred by the House Committee on Rules to the Committee on Higher and Technical Education on August 20, 2019. It was also Secondarily Referred to the Committee(S) on Civil Service and Professional Regulation.

According to her,  most of our Professional Regulation Commission registered and licensed professionals are having a hard time to comply with the law as defined further in the Internal Rules and Regulations last March 2017. They simply described the CPD as costly, unrealistic, and ineffective due to the fact that the professional is looking for compliance rather than for continuing professional development. There are reports of professionals having to travel to various points of the country just to attend seminars and training courses that would earn them only about one third of the required credit units, and in some cases, the overall cost, which covers registration fees, airfare and accommodation, reach as high as Php20,000.00 pesos. There are also claims of some seminars and training courses turn out to be unrelated to the field of expertise of attendees.

There is indeed a burden imposed upon our Filipino professionals most especially on our minimum wage earners and Overseas Filipino Workers.

EXPLANATORY NOTE

 

The Continuing Professional Development program was mandated and strengthened by virtue of Republic Act no. 10912 which lapsed into law on July 21, 2016 and eventually paved the way for guidelines and regulations for professionals. In essence, it was made a mandatory requirement for the renewal of Professional identification cards by the PRC and each professional is given three years to complete and earn the required units varying from a low of 15 units to as high as 120 for Certified Public Accountants.

In this regard, most of our Professional Regulation Commission registered and licensed professionals are having a hard time to comply with the law as defined further in the Internal Rules and Regulations last March 2017. They simply described the CPD as costly, unrealistic, and ineffective due to the fact that the professional is looking for compliance rather than for continuing professional development. There are reports of professionals having to travel to various points of the country just to attend seminars and training courses that would earn them only about one third of the required credit units, and in some cases, the overall cost, which covers registration fees, airfare and accommodation, reach as high as Php20,000.00 pesos. There are also claims of some seminars and training courses turn out to be unrelated to the field of expertise of attendees.

There is indeed a burden imposed upon our Filipino professionals most especially on our minimum wage earners and Overseas Filipino Workers. While this representation agrees in principle that continued growth and development must be observed by our Filipino professionals, let not the law hamper the very essence and purpose of why it was created. While there are efforts to temporarily relax the requirements of the said law, (PRC Reso 1146 series of 2019) the effects of it are only on a temporary basis only.

In view of the foregoing, approval of this bill is earnestly sought.

SEC 2. All laws, presidential decrees, executive orders, ordinances, rules and regulation, and other issuances or part thereof which are inconsistent with this Act, are hereby repealed or modified accordingly

SEC 9. Effectivity.  This Act shall take effect after fifteen (15) days after its publication in the Official Gazette or in two (2) newspapers of general circulation.

Sen. Poe’s Version of “No-Homework Law” Based on Findings

Senator Grace Poe filed her version of No-Homework Law thru Senate Bill No. 966 -An Act Establishing A No-Homework Policy for All Primary and Secondary Schools in the Country. It was read on First Reading and Referred to the Committee on Basic Education, Arts and Culture last August 28, 2019. Legislative status: Pending in the Committee (8/28/2019).

According to her:

Not only that more homework does not translate to better student performance, It also gives additional stress to students, teachers and parents. More homework gives additional workload to our already overworked teachers and takes away valuable time that could have been spent with family and other activities.

Hence, this bill aims to limit the homework given to students from Kinder to Grade 12 during weekdays and prohibit the same on weekends to safeguard and promote the welfare of teachers and school children, protect them from conditions that may adversely affect their health and their right to a balanced life, and uphold equality among students across different socio-economic backgrounds.

This bill, when enacted into law, will institutionalize and expand the Department of Education (DepEd) Memorandum Circular No. 392, s. 2010 which advised teachers to limit the giving of homework to public elementary school pupils on weekdays and to refrain from giving homework on weekends.

Explanatory Note

 

According to Francesca Borgonovi, one of the authors of the study titled, “Does Homework Perpetuate the Inequities in Education?”, there is an advantage for putting extra hours in homework. She noted that when you look within countries at students who are learning in the same educational system and do more homework, those students do much better in school.1 However, data shows that there are diminishing marginal returns to homework after several hours of it.

The Organization for Economic Cooperation and Development’s Program for International Student Assessment (OECD PISA) found in 2009 that after around four hours of homework per week, the additional time invested in homework has a negligible impact on students’ performance. Further, it looked at homework hours around the world and found that there wasn’t much of a connection between how much homework students of a particular country do and how well their students score on tests. The best example of this is Finland. Finnish students do only about three (3) hours of homework per week yet in 2012 they scored sixth highest in the world in reading and 12thhighest in Math on the OECD’ international test, PISA.Finland is also known to rank high in the international rankings for education systems.

Not only that more homework does not translate to better student performance, It also gives additional stress to students, teachers and parents. More homework gives additional workload to our already overworked teachers and takes away valuable time that could have been spent with family and other activities.

Later on, OECD also found out that whatever benefit homework has Is relevant only for measuring student achievement within each country, and that It tends to reinforce the achievement gap between the rich and the poor.5 Specifically, in all 38 countries included in the OECD study, they discovered that homework hours vary by socio-economic status. According to the study, it is not Just poor kids are more likely to skip their homework or do not have a quiet place at home to complete it, schools serving the poor kids also do not assign as much homework as the schools for the rich. Often, poor students also have limited access to resources necessary to complete their homework.

Hence, this bill aims to limit the homework given to students from Kinder to Grade 12 during weekdays and prohibit the same on weekends to safeguard and promote the welfare of teachers and school children, protect them from conditions that may adversely affect their health and their right to a balanced life, and uphold equality among students across different socio-economic backgrounds.

This bill, when enacted into law, will institutionalize and expand the Department of Education (DepEd) Memorandum Circular No. 392, s. 2010 which advised teachers to limit the giving of homework to public elementary school pupils on weekdays and to refrain from giving homework on weekends.

In view of the foregoing, the Immediate passage of this measure is earnestly sought.

Sec. 2. Sec. 3. Scope. – This Act shall apply to both public and private primary and secondary schools.

Sec. 4. No Homework on Weekends. – All primary and secondary schools in the country shall not allow teachers to give any homework or assignments to students from Kinder to Grade 12 on weekends. Assigning homework to students will only be allowed on weekdays; Provided, that such homework shall be minimal and will not require more than four (4) hours to be completed.

Sec. 5. Implementing Rules and Regulations. – Within ninety (90) days from the date of effectivity of this Act, the Department of Education (DepEd) shall formulate the rules and regulations to effectively implement the provisions of this Act.

Sec 6. Separability Clause. – If any portion or provision of this Act Is declared unconstitutional, the remainder of this Act or any provisions not affected thereby shall remain in force and effect

Sec. 7. Repealing Clause. – Any law, presidential decree or issuance, executive order, letter of instruction, rule or regulation Inconsistent with the provisions of this Act is hereby repealed or modified accordingly.

Sec 8. Effectivity. – This Act shall take effect fifteen (15) days following Its complete publication In a newspaper of general circulation.

DepEd to Hire 10,000 Teachers, 5,000 Non-Teaching Staff in 2020

Under its proposed 2020 budget, the Department of Education (DepEd) plans to hire 10,000 public school teachers and 5,000 non-teaching personnel.

The move is part of DepEd’s commitment to further improve teacher-to-student ratio, enhance learning, and ease the workload of its personnel given increasing enrolment levels in public schools nationwide.

“More than being part of our 10-point agenda, we want to stay true to our word that the Department is relentless in finding ways to enhance personnel welfare, while at the same time improving delivery of quality education,” Secretary Leonor Magtolis Briones said.

To finance personnel recruitment, DepEd is allocating P1.28 billion for the creation of 5,000 new non-teaching positions and PhP 1.27 billion for the hiring of 10,000 teachers next year. The new hires will be assigned to different field offices and schools.

Teachers will likewise benefit from the doubling of the budget for DepEd’s Computerization Program (DCP). In 2020, DCP will receive P8.99 billion covering 4,300 e-classroom packages and 42,010 multimedia packages for schools. The said packages will aid our teachers in enhancing delivery of learning in the classrooms. This is a 105.4% increase from DCP’s P4.38-billion budget in 2019.

The DCP is aimed at providing the appropriate technologies to all public schools to enhance the teaching-learning process and to enable both teachers and learners to meet the challenges of the 21st century. It also provides relevant information technology structure, networking facilities, and information systems to all levels of governance of the Department.

“We recognize the need to provide our teaching and non-teaching personnel with work conditions that will enable them to deliver quality basic education for all. Steadily, we’re ensuring that they are unburdened of ancillary tasks and equipped with necessary tools and materials to develop lifelong Filipino learners,” Briones stressed.

In September last year, DepEd committed to improve the working condition of teachers through a review of its policies on teachers’ workload.  The initial solution of requesting to the Department of Budget and Management the creation of non-teaching positions in schools was based on the study conducted by DepEd about the type and amount of ancillary tasks being undertaken by teachers.

Meanwhile, the hiring of more teachers seeks to further improve teacher-to-student ratio. In 2016, DepEd lowered the teacher-to-student ratio to 1:35 for elementary and 1:43 for secondary schools to enable teachers to better respond to the varying learning needs of their students.  With enrollment in public schools increasing every year, achieving the optimum teacher to student ratio will ensure quality teaching and learning in class.

2019 NATIONAL TEACHERS’ ‘MONTH AND NATIONAL TEACHERS DAY/ WORLD TEACHERS’ DAY CELEBRATIONS

1.The Department of Education (DepEd), in coordination with the National Teachers’ Day Coordinating Council (NTDCC) and the National Teachers’ Month Coordinating Council (NTMCC), will celebrate the National Teachers’ Month (NTM) from September 5 to October 5, 2019,with October 5, 2019 as the National Teachers’ Day (NTD) and World Teachers’ Day (WTD). This year’s theme is Gurong Pilipino: Handa sa Makabagong Pagbabago.

2. This is pursuant to Presidential Proclamation No. 242 entitled Declaring the Period from September 5 to October 5 of Every Year as the National Teachers’ Month, as well as Republic Act No. 10743 entitled An Act Declaring the Fifth Day of October of Every Year as the National Teachers’ Day and its Implementing Rules and Regulations, and the designation of the World Teachers’Day every 5th of October by the United Nations Education and Cultural Organizations (UNESCO).

3. As in the previous years, the celebrations aim to:

a. honor those who are in the teaching profession;

b. acknowledge and give emphasis on the crucial role, loyal service, and dedicated commitment of teachers in developing globally- minded citizens, nurturing families, strengthening communities, and building the nation:

c. revitalize the image of and respect for teaching as a vocation by increasing public awareness on the value of teachers in the Philippine society;

d. take the occasion as an opportunity in building the image of teaching as an attractive and fulfilling profession;

e. generate widespread support and assistance for teachers; and

f. express gratitude for the positive influences of teachers on Filipino learners.

 

4. All public and private elementary and secondary schools, including schools district offices, schools division offices (SDOs) and regional offices (ROs) are enjoined to follow the synchronized programs, projects and activities (SPPAs). On October 5, 2019, school-based celebrations, including the recitation of A Prayer for Teachers or Panalangin Para sa mga Guro shall be observed.

5. The Central Office (CO) shall conduct the NTD and WTD Celebrations on October 5, 2019 through a whole day program set at the Limketkai Event Center, Cagayan de Oro City.

6. All school heads, district supervisors, schools division superintendents (SDSs), and regional directors (RDs) are enjoined to actively lead all activities for the NTM, NTD, and WTD Celebrations.

7. All schools, school district offices, SDOs, ROs, and CO are required to post streamers with the required logo to ensure that the public is aware of the NTM, NTD, and WTD Celebrations. The digital files of the new streamer designs may be downloaded from www.deped.gov.ph/others.

8. In accordance with the SPPAs, all SDSs through the RDs are required to submit the following:

Particular       

a. Respective plans on NTD /WTD celebrations, foremost of which is the conduct of their respective culminating activity;

      • Deadline : September 2, 2019

b. Names and contact numbers of their respective schools division and regional coordinators for the NTM, NTD, and WTD celebrations; and

      • Deadline : September 2, 2019

c. Reports on the activities conducted by the schools, schools districts, schools divisions, and regions, which shall include clear photos and a comprehensive documentation of the various activities implemented.

      • Deadline : October 2, 2019

 

9. The ROs shall consolidate these requirements and submit to the External Partnerships Service-Special Events Unit (EPS-SEU), DepEd Central Office through email addresses: romeo.parayno@deped.gov.ph or spapo2012@gmail.com, for coordination and monitoring purposes.

10. All expenses relative to NTM, NTD, and WTD Celebrations shall be charged to local funds, subject to the usual accounting and auditing rules and regulations.

11. Compliance with the abovementioned requirements and the SPPAs for NTM, NTD, and WTD Celebrations shall be strictly monitored by the EPS-SEU.

12. Enclosed are the following documents for ready reference:

GUIDELINES ON OFFICIAL LOCAL TRAVELS IN THE DEPARTMENT OF EDUCATION

 

I. RATIONALE

Executive Order No. (EO) 77, s. 2019 dated 15 March 2019 entitled “Prescribing Rules and Regulations and Rates of Expenses and Allowances for Official Local and Foreign Travels of Government Personnel” directs all agencies to issue its own set of internal guidelines that would “(La) provide additional safeguards as are best suited to agency conditions, (i.b) address agency peculiarities, and (i.c) ensure the judicious use of public funds”.

 

II. SCOPE OF THE POLICY

This DepEd Order provides updates on existing rules and regulations on official local travels of DepEd officials and employees of the Central Office  (CO), Regional Offices (ROs), Schools Division Offices (SDOs) and schools. It contains travel authorization and travel expense payment procedures, computations of the allowable Transportation Expenses and Miscellaneous Expenses, Daily Travel Expenses, the approving authorities at all governance levels, the process flow, standard forms, and other documents consistent with the requirements under EO 77, s. 2019

 

IIL POLICY STATEMENT

This Order will serve as guide for approval of DepEd officials and employees on their local travels including the payment of their allowable travel expense claims. This shall also help streamline the procedures and provide relevant control measures to ensure efficiency, effectiveness and economy in the utilization of funds alloted for travel expenses. This policy applies to official local travels of officials and employees of the CO, ROs, SDOs and schools.

 

IV. DEFINITION OF TERMS

For the purpose of this Order, the following terms are defined as follows:

(a) Daily Travel Expenses (DTE) – the amounts authorized to cover expenses for local travel, which consist of (i) costs for hotel accommodation or lodging, including the prescribed taxes and services charges, (ii) meals, and (iii) incidental expenses, including cost for local or inland transportation and reasonable miscellaneous expenses at the place of assignment.

(b) Official Business – refers to official travel wherein the Transportation Expenses and Miscellaneous Expenses, and Daily Travel Expenses incurred, including salaries and other benefits, while on travel, shall be funded by DepEd or by any other government entities.

(c) Official Time – refers to official travel wherein no government expenses shall be incurred/spent, except for the payment of salaries and other benefits of the official or employee who is on travel.

(d) Permanent Official Station – the place where the office or regular place of business/work of an official employee is expected to stay most of the time as required by the nature and the duties and responsibilities of the position of such official or employee.

(e) Transportation Expenses – the actual fares of the authorized modes of transportation (e.g., land, sea and air) for local travels from the permanent official station to the destination or place of assignment and back.

This week’s News that matter:

Under its proposed 2020 budget, the Department of Education (DepEd) plans to hire 10,000 public school teachers and 5,000 non-teaching personnel.

The move is part of DepEd’s commitment to further improve teacher-to-student ratio, enhance learning, and ease the workload of its personnel given increasing enrolment levels in public schools nationwide.

“More than being part of our 10-point agenda, we want to stay true to our word that the Department is relentless in finding ways to enhance personnel welfare, while at the same time improving delivery of quality education,” Secretary Leonor Magtolis Briones said.

To finance personnel recruitment, DepEd is allocating P1.28 billion for the creation of 5,000 new non-teaching positions and PhP 1.27 billion for the hiring of 10,000 teachers next year. The new hires will be assigned to different field offices and schools.

Teachers will likewise benefit from the doubling of the budget for DepEd’s Computerization Program (DCP). In 2020, DCP will receive P8.99 billion covering 4,300 e-classroom packages and 42,010 multimedia packages for schools. The said packages will aid our teachers in enhancing delivery of learning in the classrooms. This is a 105.4% increase from DCP’s P4.38-billion budget in 2019. Continue Reading…

The Department of Education (DepEd), in coordination with the National Teachers’ Day Coordinating Council (NTDCC) and the National Teachers’ Month Coordinating Council (NTMCC), will celebrate the National Teachers’ Month (NTM) from September 5 to October 5, 2019,with October 5, 2019 as the National Teachers’ Day (NTD) and World Teachers’ Day (WTD). This year’s theme is Gurong Pilipino: Handa sa Makabagong Pagbabago.

As in the previous years, the celebrations aim to:

a. honor those who are in the teaching profession;

b. acknowledge and give emphasis on the crucial role, loyal service, and dedicated commitment of teachers in developing globally- minded citizens, nurturing families, strengthening communities, and building the nation:

c. revitalize the image of and respect for teaching as a vocation by increasing public awareness on the value of teachers in the Philippine society;

d. take the occasion as an opportunity in building the image of teaching as an attractive and fulfilling profession;

e. generate widespread support and assistance for teachers; and

f. express gratitude for the positive influences of teachers on Filipino learners.

All public and private elementary and secondary schools, including schools district offices, schools division offices (SDOs) and regional offices (ROs) are enjoined to follow the synchronized programs, projects and activities (SPPAs). Sen. Gatchalian: “Budget for Teachers’ Salary Increase Already Available”

Senator Win Gatchalian says he already found the P54 billion needed to fund his bill raising the salaries of teachers by two salary grades.

“Hindi po ba may vineto si Pangulong Duterte na P95 billion na pork barrel funds sa 2019 budget? Bakit hindi natin kunin ‘yong P54 billion doon para pondohan ang salary increase ng teachers natin?” Gatchalian suggested during the first hearing of the Senate Committee on Civil Service, Government Reorganization and Professional Regulation on the proposed salary increases for government employees and teachers.

The lawmaker was referring to a total of 2,071 projects under the Department of Public Works and Highways (DPWH) worth P95.37 billion that was line-item vetoed by President Rodrigo Duterte from the 2019 General Appropriations Act (GAA).

“In fact, kailangan nating magpasa ng supplemental budget ngayong taon para magamit ‘yong P95 billion na ‘yon. We can use that amount to increase the salaries of our teachers,” Gatchalian said.

Gatchalian’s Senate Bill No. 178 increases the Salary Grade (SG) of public school teachers currently classified as Teacher I, Teacher II and Teacher III from SG 11, 12, and 13 to SG 13, 14, and 15, respectively. P54 billion is needed to fund the salary increase.

Based on the fourth tranche of the Salary Standardization Law, the proposed legislation would increase the salary of Teacher I from P20,754 to P25,232 or a difference of P4,478. Teacher II salaries would increase by P4,817 to P27,755 from the previous P22,938. Meanwhile, Teacher III personnel would receive an increase of P5,299 – from P25,232 to P30,531.

“If we increase the salaries of Teachers I to III, then we would have provided an income augmentation to 889,700 personnel or 83% of our teachers,” Gatchalian stressed.

Gatchalian, chair of the Committee on Basic Education, Arts and Culture, also said raising the salary of Teachers 1 to III would narrow the gap of the salaries between Teacher III and Master Teacher I.

“As of 2018, the gap in pay between a Master Teacher I and Teacher III was P13,861 more than quadruple than that of the P3,224 difference in 2007,” he said. “This has resulted in increasing inequity between those filling the ranks of Teachers I-III and higher positions.”

The passage of the 2019 GAA was delayed due to a months-long squabble between the Upper and Lower House over what the senators said were “illegal insertions” into the budget.

The budget bill was not passed before the end of 2018, due to the late transmission of the House-approved bill to the Senate. The controversy continued until April with senators accusing congressmen of itemizing infrastructure projects in the General Appropriations Bill even after the bill was approved by the bicameral conference committee.

Senate to Increase Teachers’ Salaries, Grant Additional Benefits

The long-standing cry of Filipino teachers for a salary increase, together with other additional benefits will soon be granted after the Senate took the first step in studying how to augment the salary of teaching and non-teaching personnel of the Department of Education (DepED) all over the country.

Senator Ramon Bong Revilla Jr.’s Senate Committee on Civil Service, Government Reorganization and Professional Regulation discussed Tuesday morning concrete steps to take towards the realization and implementation of the salary increase for teachers.

Representatives for the Department of Budget and Management (DBM), the Department of Education (DepED) Central Office, and various teachers’ groups and organizations expressed their positions on the matter, and requested the committee to expedite the matter.

Teachers’ groups expressed their dismay over the present salary increase because it has only benefitted executive posts in the education bureau. At present, DepED employees receive an additional 10 percent increase based on their salary grade. According to teachers’ groups, top positions greatly benefitted while the entry level teachers received a meager increase.

While it was pointed out during the public hearing that public school teachers receive salaries which may be considered relatively higher than private school teachers, the compensation packages of public school teachers fail in comparison to those received by other government workers including military and police personnel.

DepED USec. Tonisito Umali suggested that to narrow the wide gap between entry level position (Teacher I) and Master Teacher I, items for Teachers 4,5, and 6 must be added to the current items because there are very few Master Teacher I positions available. It was also suggested that the salary grade of Teachers I, II and III must be elevated to SG 13, 14 and 15 respectively.

At present, Teacher I posts receive P 20, 754. If the proposal of Senator Bong Revilla in Senate Bill No. 302 is approved, teachers holding this item will receive at least P 10,000 monthly increase.

The lawmaker ordered the DBM to find the necessary funds for this increase to which the DBM positively responded saying that according to their studies, there may be sources of funds that may be made available to pay for the increases.

Aside from pushing for the salary increases, Bong Revilla also instructed the DBM to source out funds for the provision of at least P5,000 chalk allowance so that teachers will no longer deduct their needed materials from their own pockets.

The Committee formed various Technical Working Groups to thresh out the details of the proposals and their eventual implementation, with Revilla assuring the Teachers’ groups of the Committee’s commitment to approve the measures and immediately submit its report for plenary consideration.

Public School Teachers to Receive P1,000 World Teachers’ Day Incentive Benefit

Public school teachers to receive World Teachers’ Day Incentive Benefit

As a show of gratitude for the hard work and commitment to develop and nurture the country’s future leaders and nation builders, the Department of Education (DepEd) shall grant the World Teachers’ Day Incentive Benefit (WTDIB) to all public school teachers who are in service at the Department as of September 30, 2019.

The WTDIB, in the amount of P1,000, shall be given to each entitled public school teacher not earlier than October 5 of this year. The incentive was made possible through DepEd Special Provision No. 12 under Republic Act No. 11260 (General Appropriations Act of Fiscal Year 2019, or “An Act Appropriating Funds for the Operation of the Government of the Republic of the Philippines from January One to December Thirty-One, Two Thousand Nineteen and for Other Purposes).

Not eligible for the WTDIB are public school teachers who fall under any of the following circumstances: a. Those who are on absence without leaver (AWOL) as of September 30, 2019; b. Those who are no longer in service as of September 30, 2019; c. Those who are found guilty of any offense in connection with their work from September 30, 2018 to September 30, 2019; and d. Those who will be hired after September 30, 2019.

The grant of WTDIB is part DepEd’s commitment to continuously seek, develop, and implement ways to improve the welfare of its personnel, especially teachers for their invaluable work and dedication to the profession.

GUIDELINES ON THE GRANT OF WORLD TEACHERS’ DAY INCENTIVE BENEFIT

 

 

I. PURPOSE

  1. In recognition of the important role teachers play in nation-building, the Department of Education (DepEd) seeks to faithfully find ways to reward teachers for their hard work and commitment to the teaching profession, especially during the World Teachers’ Day celebration.
  2. DepEd Special Provision No. 12 under Republic Act No. 11260, the General Appropriations Act (GAA) of Fiscal Year (FY) 2019, or an An Act Appropriating Funds for the Operation of the Government of the Republic of the Philippines from January One to December Thirty-One, Two Thousand and Nineteen and for Other Purposes, Day Incentive Benefit during the provides the grant of World Teachers’ Annual World Teachers’ Day celebration, in the amount of One Thousand Pesos (Phpl,000.00) per teacher, subject to the guidelines issued by DepEd.

 

II. SCOPE OF THE POLICY

  1. The World Teachers’ Day Incentive Benefit (WTDIB) shall be granted to all public school teachers who are in the service at DepEd as of September 30, 2019.
  2. Public school teachers are defined in Republic Act No. 4670, otherwise known as the Magna Carta for Public School Teachers, as “All persons engaged in classroom teaching, in any level of instruction, on full-time basis, including guidance counselors, school librarians, industrial arts or vocational instructors, and all other persons performing supervisory and/or administrative functions in all schools, colleges, and universities operated by the government or its political subdivisions; but this shall not include school nurses, school physicians, school dentists, and other school employees.”
  3. Public school teachers who fall under the following circumstances are not covered by the grant of the World Teachers’ Day Incentive Benefit (WTDIB):

a. Those who are on absence without leave (AWOL) as of September 30, 2019;

b. Those who are no longer in service as of September 30, 2019;

c. Those who are found guilty of any offense in connection with their work from September 30, 2018 to September 30, 2019; and

d. Those who will be hired after September 30, 2019.

 

III. GUIDELINES AND PROCEDURES

  1. The WTDIB in the amount of One Thousand Pesos (Php1,000.00) shall be given to each entitled public school teacher not earlier than October 05, 2019.
  2. The funding requirement for the payment of the benefit is chargeable against the appropriation authorized for the purpose on page 306 of the FY2019 GAA.
  3. The Budget Division, Finance Service (FS), DepEd-Central Office, upon receipt of the Special Allotment Release Order (SARO) from the Department of Budget and Management (DBM) shall facilitate the release of funds to the respective DepEd Regional Offices (DepEd-ROs) through the issuance of Sub-Allotment Release Orders (Sub-AROs).
  4. The DepEd-ROs shall closely coordinate with their DBM-RO counterparts for the issuance of Notice of Cash Allocations (NCAs) to cover the cash requirement of the Sub-AROs issued by the Budget Division – FS, subject to the submission of Special Budget Request (SBR) supported by a Monthly Disbursement Program (MDP). The MDP shall reflect that the cash requirement falls due in the month of October 2019.
  5. Inasmuch as the Sub-AROs and the corresponding NCAs would be released to the DepEd-RO Proper, the disbursements of the cash allocations issued for the WTDIB shall be effected by the DepEd-ROs concerned including the preparation of the payroll thru the Regional Payroll Servicing Unit (RPSU). The DepEd-ROs, however, are not prevented from adopting other schemes or procedures of facilitating the payment but have to ensure that the benefit would already be granted to the teachers effective October 05, 2019, subject to existing budgeting, accounting and auditing rules and regulations.
  6. In case of deficiency in the allotment released for the payment of the WTDIB, the DepEd-ROs and Implementing Units (IUs) may use or frontload available Personnel Services allotments, pursuant to Section 3.8 of DBM’s National Budget Circular No. 577 dated May 2, 2019, subject to the accomplishment of Advice for the Use of Personnel Services Appropriations (APSA) duly signed by the Head of Office, and such adjustments shall, likewise, be reflected in the Registry of Allotments, Obligations and Disbursements for Personnel Services (RAOD-PS).
  7. DepEd-ROs shall submit on or before October 31, 2019 to the Budget Division – Finance Service the Reports on Payment of the WTDIB.

 

IV. MONITORING AND EVALUATION

  1. All offices and accountable officials and personnel thereof shall comply with existing financial reporting guidelines on the use of funds for this purpose.
  2. Any related concerns of offices not covered by the provisions of this policy shall be referred to the appropriate governance level.
  3. The Bureau of Human Resource and Organizational Development, Budget and Accounting Divisions of the DepEd Central Office, Regional Administrative and Finance Division, and Finance Unit of Schools Division Offices shall monitor compliance and evaluate implementation of this DepEd Order.

 

V. EFFECTIVITY

These guidelines shall take effect immediately.
