We’ve been together for three years now. We had a lot of struggles in our beloved profession but we made it to this new school year together – supporting and sharing our knowledge for the welfare of each other. We were always there for each other as we dreamed of a smooth and productive school year. Together we withstood the challenges. Grade 5 – 4th Quarter Content Standards and Performance Standards

Grade 5 ARALING PANLIPUNAN – 4th Quarter

Naipamamalas ng mag-aaral ang: mapanuring pag-unawa sa bahaging ginampanan ng kolonyalismong Espanyol at pandaigdigang koteksto ng reporma sa pag-usbong ng kamalayang pambansa attungo sa pagkabuo ng Pilipinas bilang isang nasyon; Nakapagpapahayag ng pagmamalaki sa pagpupunyagi ng mga makabayang Pilipino sa gitna ng kolonyalismong Espanyol at sa mahalagang papel na ginagampanan nito sa pag-usbong ng kamalayang pambansa tungo sa pagkabuo ng Pilipinas bilang isang nasyon 

Grade 5 ARTS – 4th Quarter

The learner: demonstrates understanding of colors, shapes, space, repetition, and balance through sculpture and 3-dimensional crafts; demonstrates fundamental construction skills in making a 3-dimensional craft that expresses balance, artistic design, and repeated variation of decorations and colors, papier-mâché jars with patterns,  paper beads; constructs 3-D craft using primary and secondary colors, geometric shapes, space, and repetition of colors to show balance of the structure and shape

Grade 5 EDUKASYON SA PAGPAPAKATAO – 4th Quarter

Naipamamalas ng mag-aaral ang: pag-unawa sa kahalagahan ng pananalig sa Diyos na nagbigay ng buhay; Naisasabuhay ang tunay na pasasalamat sa Diyos na nagkaloob ng buhay, Hal. palagiang paggawa ng mabuti sa lahat 

Grade 5 ENGLISH – 4th Quarter

The learner: Restate sentences heard in one’s own words; Distinguish text-types according to features (structural and language) –Enumeration; -Time-order (sequence, recounts, process); Use appropriate graphic organizers in texts read; Use compound sentences to show cause and effect, -problem – solution relationship of ideas; Use complex sentences to show cause and effect, -problem – solution relationship of ideas; Plan a two to three-paragraph composition using an outline/other graphic organizers 

Grade 5 EPP / TLE – 4th Quarter

The learner demonstrates increased knowledge, skills, and values in entrepreneurship and ICT, agriculture, home economics, and industrial arts toward improving family life and the community.

Grade 5 FILIPINO – 4th Quarter

Naipamamalas ng mag-aaral  ang: kakayahan sa mapanuring pakikinig at pag-unawa sa napakinggan; Naipamamalas ang kakayahan at tatas sa pagsasalita at pagpapahayag ng sariling ideya, kaisipan, karanasan at damdamin; Naisasagawa ang mapanuring pagbasa sa iba’t ibang uri ng teksto at napapalawak ang talasalitaan; Naipamamalas ang iba’t ibang kasanayan upang maunawaan ang iba’t ibang teksto; Napauunlad ang kasanayan sa pagsulat ng iba’t ibang uri ng sulatin; Naipamamalas ang kakayahan sa mapanuring panood ng iba’t ibang uri ng media; Naipamamalas ang pagpapahalaga at kasanayan sa paggamit ng wika sa komunikasyon at pagbasa ng iba’t ibang uri ng panitikan 

Grade 5 HEALTH – 4th Quarter

The learner: demonstrates understanding of basic first aid principles and procedures for common injuries; practices appropriate first aid principles and procedures for common injuries 

Grade 5 MATHEMATICS – 4th Quarter

The learner: demonstrates understanding of area, volume and temperature; demonstrates understanding of line graphs and experimental probability; is able to apply knowledge of area, volume and temperature in mathematical problems and real-life situations; is able to create and interpret representations of data (tables and line graphs) and apply experimental probability in mathematical problems and real-life situations.

Grade 5 MUSIC – 4th Quarter

The learner: demonstrates understanding of concepts pertaining to volume in music; recognizes the musical symbols and demonstrates understanding of concepts pertaining to speed in music, recognizes the musical symbols and demonstrates understanding of concepts pertaining to speed in music; demonstrates understanding of concepts pertaining to texture in music; recognizes the musical symbols and demonstrates understanding of harmonic intervals;

Grade 5 PHYSICAL EDUCATION – 4th Quarter

The learner: demonstrates understanding of participation and assessment of physical activity and physical fitness; participates and assesses performance in physical activities; assesses physical fitness

Grade 5 SCIENCE – 4th Quarter

The learners demonstrate understanding of: weathering and soil erosion shape the Earth’s surface and affect living things and the environment; weather disturbances and their effects on the environment; the phases of the Moon and the beliefs and practices associated with it; constellations and the information derived from their location in the sky. The learners should be able to: participate in projects that reduce soil erosion in the community; prepares individual emergency kit; debug local myths and folklore about the Moon and the Stars by presenting pieces of evidence to convince the community folks

4th Quarter Grade 4 Content Standards and Performance Standards

 

Grade 4 ARALING PANLIPUNAN – 4th Quarter

Ang mag-aaral ay: naipamamalas ng mag-aaral ang pang-unawa at pagpapahalaga sa kanyang mga karapatan at tungkulin bilang mamamayang Pilipino; nakikilahok sa mga gawaing pansibiko na nagpapakita ng pagganap sa kanyang tungkulin bilang mamamayan ng bansa at pagsasabuhay ng kanyang karapatan 

Grade 4 ARTS – 4th Quarter

The learner: demonstrates understanding on color (dyes), values, and repetition of motifs through sculpture and 3-D crafts; applies individually the intricate procedures in tie-dyeing in clothes or t-shirts and compares them with one another; replicates traditional skills in mat weaving from indigenous material like abaca tapestries; researches on tie-dyed crafts of the T’boli and presents designs made by them;presents research on tie-dyed products of other cultural communities to compare their designs and colors. 

Grade 4 EDUKASYON SA PAGPAPAKATAO – 4th Quarter

Nauunawaan at naipakikita ng mag-aaral ang: pananalig sa Diyos sa pamamagitan ng paggalang, pagtanggap at pagmamahal sa mga likha; Naisasabuhay ang pananalig sa Diyos sa pamamagitan ng paggalang, pagtanggap at pagmamahal sa mga likha 

Grade 4 ENGLISH – 4th Quarter

The learner: Distinguish fact from opinion in a narrative; Identify the meaning of words with multiple meanings; Identify the meaning of unfamiliar words through structural analysis (words and affixes); Identify the meaning of unfamiliar words according to structure (inflections); Take note of relevant information from a given text; 

Grade 4 EPP / TLE – 4th Quarter

The learner demonstrates basic knowledge, skills, and values in agriculture, entrepreneurship and ICT, home economics, and industrial arts that can help improve self and family life. 

Grade 4 FILIPINO – 4th Quarter

Naipamamalas ng mag-aaral ang: kakayahan at tatas sa pagsasalita at pagpapahayag ng sariling ideya, kaisipan, karanasan at damdamin; Naisasagawa ang mapanuring pagbasa sa iba’t ibang uri ng teksto at napalalawak ang talasalitaan; Naipamamalas ang iba’t ibang kasanayan upang maunawaan ang iba’t ibang teksto; Napauunlad ang kasanayan sa pagsulat ng iba’t ibang uri ng sulatin; Naipamamalas ang kakayahan sa mapanuring panonood ng iba’t ibang uri ng media; Naipamamalas ang pagpapahalaga at kasanayan sa paggamit ng wika sa komunikasyon at pagbasa ng iba’t ibang uri ng panitikan 

Grade 4 HEALTH – 4th Quarter

The learner: demonstrates understanding of safety guidelines during disasters, emergency and other high-risk situations;  practices safety measures during disasters and emergency situations. 

Grade 4 MATHEMATICS – 4th Quarter

The learner: demonstrates understanding of the concepts of bar graphs and simple experiments; is able to create and interpret simple representations of data (tables and bar graphs) and describe outcomes in simple experiments; finds the area of irregular figures made up of squares and rectangles using sq. cm and sq. m.; estimates the area of irregular plane figures made up of squares and rectangles.

Grade 4 MUSIC – 4th Quarter

The learner: demonstrates understanding of concepts pertaining to speed/flow of music demonstrates understanding of concepts pertaining to speed/flow of music; demonstrates understanding of concepts pertaining to texture in music; demonstrates understanding of harmonic intervals; creates and performs body movements appropriate to a given tempo creates and performs body movements appropriate to a given tempo; sings two-part rounds and partner songs with others; performs examples of harmonic interval with others

Grade 4 PHYSICAL EDUCATION – 4th Quarter

The learner; demonstrates understanding of participation and assessment of physical activity and physical fitness; participates and assesses performance in physical activities; assesses physical fitness

Grade 4 SCIENCE – 4th Quarter

The learners demonstrate understanding of: the different types of soil; the different sources of water suitable for human consumption; components of weather using simple instruments; the Sun as the main source of heat and light on Earth; The learners should be able to: practice precautionary measures in planning activities

Ang mag-aaral ay: naipamamalas ang pang-unawa sa mga gawaing pangkabuhayan at bahaging ginagampanan ng pamahalaan at ang mga kasapi nito, mga pinuno at iba pang naglilingkod tungo sa pagkakaisa, kaayusan at kaunlaran ng mga lalawigan sa kinabibilangang rehiyon; nakapagpapakita ng aktibong pakikilahok sa mga gawaing panlalawigan tungo sa ikauunlad ng mga lalawigan sa kinabibilangang rehiyon

Grade 3 ARTS – 4th Quarter

The learner: demonstrates understanding of shapes, colors, textures, and emphasis by variation of shapes and texture and contrast of colors through sculpture and crafts; creates a single puppet based on character in legends, myths or stories using recycled and hard material, creates a mask or headdress that is imaginary in design using found and recycled materials, demonstrates basic skills in constructing a puppet made from a hard and stick, which can be manipulated

Grade 3 EDUKASYON SA PAGPAPAKATAO – 4th Quarter

Naipamamalas ng mag-aaral ang: pag-unawa sa kahalagahan ng pananalig sa Diyos, paggalang sa sariling paniniwala at paniniwala sa iba hinggil sa Diyos, pagkakaroon ng pag-asa at pagmamahal bilang isang nilikha; Naisabubuhay ang paggalang sa paniniwala ng iba tungkol sa Diyos; Naipakikita ang pagmamahal sa Diyos at sa lahat ng Kanyang nilikha kaakibat ang pag-asa

Grade 3 ENGLISH – 4th Quarter

The learner: Present information in varied artistic ways (e.g. role playing, show and tell, radio play/podcast/broadcast/ reporting/poster presentations); Identify and use the elements of an informational/factual text heard; Activate prior knowledge based on the stories to be read; Identify cause and effect; Show understanding of a story by presenting them in through dramatization, role playing etc.; Interpret simple maps of unfamiliar places, signs and symbols; Write a simple story; Show how spoken words are represented by written letters that are arranged in a specific order; Match words, phrases and sentences containing these words with pictures; Read words with vowel digraphs ea and ee and phrases, sentences and stories containing these words; Read aloud from familiar prose and poetry consisting of Long vowel words with fluency, appropriate rhythm, pacing and intonation; Use punctuations including commas, periods and question marks to guide reading for fluency; Read poems with fluency, appropriate rhythm, pacing and intonation; Give the synonyms and antonyms of common adjectives; Use the degrees of adjectives in making comparisons; Spell words that were introduced during word recognition; Determine what words mean based on how they are used in a sentence; Follow simple written directions

Grade 3 FILIPINO – 4th Quarter

Grade 3 HEALTH – 4th Quarter

The learner: demonstrates understanding of risks to ensure road safety and in the community; demonstrates consistency in following safety rules to road safety and in the community

Grade 3 MATHEMATICS – 4th Quarter

The learner: demonstrates understanding of conversion of time, linear, mass and capacity measures and area of square and rectangle; demonstrates understanding of bar graphs and outcomes of an event using the terms sure, likely, equally likely, unlikely, and impossible to happen; is able to apply knowledge of conversion of time, linear, mass and capacity measures and area of rectangle and square in mathematical problems and real-life situations; is able to create and interpret simple representations of data (tables and single bar graphs) and describe outcomes of familiar events using the terms sure, likely, equally likely, unlikely, and impossible to happen

Grade 3 MOTHER TONGUE – 4th Quarter

The learner demonstrates communication skills in talking about variety of topics using expanding vocabulary and phrases, shows understanding of spoken language in different contexts using both verbal and non-verbal cues, vocabulary and language structures, cultural aspects of the language, reads and writes literary and informational texts.

Grade 3 MUSIC – 4th Quarter

The learner: demonstrates understanding of the concepts of tempo in order to respond to conducting symbols indicating variations in tempo; demonstrates understanding of the basic concepts of texture; enhances performance of poetry, chants, drama, musical stories, and songs by using a variety of tempo; sings 1. “two-part rounds” 2. “partner songs”

Grade 3 PHYSICAL EDUCATION – 4th Quarter

The learner: demonstrates understanding of movement activities relating to person, objects, music and environment; performs movement activities involving person, objects, music and environment correctly

Grade 3 SCIENCE  – 4th Quarter

The learners demonstrate understanding of: people, animals, plants, lakes, rivers, streams, hills, mountains, and other landforms, and their importance; types and effects of weather as they relate to daily activities, health and safety; natural objects in the sky affect one’s daily activities

The learners should be able to: express their concerns about their surroundings through teacher-guided and self –directed activities; express ideas about safety measures during different weather conditions creatively (through artwork, poem, song); list down activities which affect their daily activities

Grade 2 ENGLISH – 4th Quarter

The learner: Participate in choral speaking and echo reading of short poems, rhymes and stories with repeated patterns and refrains in English; Create and participate in oral dramatic activities; Dramatize familiar stories, rhymes and poems; Recognize the difference between “made-up” and “real” in) texts listened to; Retell and/or reenact events from a story; Listen to a variety of media including books, audiotapes videos and other age-appropriate publications. Note important details pertaining to a) character b) settings c) events; Give the sequence of three events in stories read; Infer/ predict outcomes; Use clues to make and justify predictions before, during and after reading (titles, pictures,); Participate in generating ideas through prewriting activities; Produce speech sounds (sounds and letter names); Identify the common terms in English relating to part of book (e.g. cover, title page, etc.) book orientation; Read short /a/ words in CVC pattern (cat, man, bag); Differentiate and read correctly the short /e/ and /a/ words (pan- pen, man-men, tan-ten etc.); Spell words with short e and a sound in CVC pattern; Use personal pronouns (e.g. I, you, he, she, it, we, they); Give the meaning of words used in stories presented through real objects, illustrations, demonstration and context clues; Arrange words alphabetically by the 1st letter; Interpret pictographs

Grade 2 FILIPINO – 4th Quarter

Grade 2 HEALTH – 4th Quarter

The learner: demonstrates an understanding of rules to ensure safety at home and in school; demonstrates consistency in following safety rules at home and in school.

Grade 2 MATHEMATICS – 4th Quarter

The learner: demonstrates understanding of time, standard measures of length, mass and capacity and area using square-tile units; deepens understanding of pictographs without and with scales and outcomes of an event using the terms likely, equally likely and unlikely to happen; is able to apply knowledge of time, standard measures of length, weight, and capacity, and area using square-tile units in mathematical problems and real-life situations; is able to create and interpret simple representations of data (tables and pictographs without and with scales) and describe outcomes of familiar events using the terms likely, equally likely and unlikely to happen.

Grade 2 MOTHER TONGUE – 4th Quarter

The learner demonstrates communication skills in talking about variety of topics using developing vocabulary and simple phrases and sentences, simple to complex spoken language using both verbal and non-verbal cues, understands vocabulary and language structures, appreciates and understand the cultural aspects of the language and the writing system used, and reads and writes simple and short literary and informational texts.

Grade 2 MUSIC – 4th Quarter

The learner: demonstrates understanding of the basic concepts of tempo; demonstrates understanding of the basic concepts of texture; uses varied tempo to enhance rhymes, chants, drama, and musical stories; distinguishes accurately between single musical line and multiple musical lines which occur simultaneously in a given song

Grade 2 PHYSICAL EDUCATION – 4th Quarter

The learner: demonstrates understanding of movement activities relating to person, objects, music and environment; performs movement activities involving person, objects, music and environment correctly

Grade 2 SCIENCE – 4th Quarter

At the end of Grade 2, learners will use their senses to explore and describe the functions of their senses, compare two or more objects and using two or more properties , sort things in different ways and give a reason for doing so, describe the kind of weather or certain events in the home or school and express how these are affecting them, do simple measurements of length, tell why some things around them are important , decide if what they do is safe or dangerous; give suggestions on how to prevent accidents at home, practice electricity, water, and paper conservation, help take care of pets or of plants , and tell short stories about what they do, what they have seen, or what they feel.

Grade 1 ARALING PANLIPUNAN – 4th Quarter

Grade 1 MOTHER TONGUE – 4th Quarter

The learner demonstrates basic communication skills in talking about familiar topics using simple words and both verbal and non-verbal cues to understand spoken language, shows understanding of basic vocabulary and language structures, reading process, writing system and appreciates aspects of one’s culture.

Grade 1 MUSIC – 4th Quarter

The learner: demonstrates understanding of the basic concepts of tempo; demonstrates understanding of the basic concepts of texture; performs with accuracy varied tempi through movements or dance steps to enhance poetry, chants, drama, and musical stories; sings songs to involve oneself and experience the concept of texture

Grade 1 PHYSICAL EDUCATION – 4th Quarter

The learner: demonstrates understanding of relationships of movement skills in preparation for participation in physical activities; performs movements in relation to a stationary or moving object/person with coordination.

Grade 1 SCIENCE – 4th Quarter

 At the end of Grade 1, learners will use their senses to locate and describe the external parts of their body; to identify, external parts of animals and plants; to tell the shape, color, texture, taste, and size of things around them; to describe similarities and differences given two objects; to differentiate sounds produced by animals, vehicles cars, and musical instruments; to illustrate how things move; to, describe the weather and what to do in different situations; to use appropriate terms or vocabulary to describe these features; to collect, sort, count, draw, take things apart, or make something out of the things; to practice healthy habits (e.g., washing hands properly, choosing nutritious food) and safety measures (e.g., helping to clean or pack away toys, asking questions and giving simple answers/ descriptions to probing questions).

DepEd Early Registration Schedule in Public Schools for S.Y. 2020-2021

Starting February 1 until March 6, 2020, the Department of Education (DepEd) is set to open its Early Registration desks for the incoming Kindergarten, Grades 1, 7 and 11 learners for school year 2020-2021 in public and private elementary and secondary schools nationwide.

Through DepEd Order (DO) No. 3, s. 2018, otherwise known as the “Basic Education Enrollment Policy,” Sec. Briones stated that early registration seeks to locate, identify and register out-of-school children and youth in the community who may be characterized as: living with disability/ies, living in off-grid/far-flung community; a barangay without a school, or a geographically isolated area; displaced due to natural disaster; living in an armed conflict area or area with high level of criminality/drug abuse; having chronic illness or nutritional problem/s; victim of child abuse or economic exploitation; stateless/undocumented; in conflict with the law; living on the streets; and no longer in school but interested in going back to school.

The early registration policy prescribed that registrants must satisfy the following eligibility rules:

Level

Kindergarten ·      5 years old on or before August 31, 2020
Grade 1 ·      Kinder completer or;·      PEPT Passer for Kinder Level or;

·      6 years old and above by August 31, 2020 but not Kinder Completer who assessed Grade 1-ready as per ECD checklist may also pre-register (DO 47, s. 2016)

Grade 7 ·      Grade 6 completer or;·      PEPT Passer for Grade 6 or;

·      ALS A&E Elementary Passer

Grade 11 ·      Grade 10 completer or;·      PEPT Passer for Grade 10 or;

·      ALS A&E Secondary passer

 

Moreover, according to the Basic Education  Enrollment Policy:

Incoming Grades 2 to 6, Grades 8 to 10 and Grade 12 are considered Pre-Registered.

 

For Kindergarten and Grade 1, a Philippine Statistics Authority (PSA) or National Statistics Authority (NSO) birth certificate must be submitted. In case of its absence, Local Civil Registrar (LCR) birth certificate, baptismal, or barangay certificate can be submitted.

Learners must also accomplish the Basic Education Enrolment Form during early registration.

The DepEd’s early registration policy upholds the right of all school-aged learners to enroll and be equally provided with quality, accessible, relevant, and liberating basic education.

Sulong EduKalidad campaign

Meanwhile, DepEd has recently launched its Sulong EduKalidad campaign aimed    at addressing the challenge in quality of basic education.  This initiative is in response to the rapidly changing learning environment of present and future learners and will introduce aggressive reforms to globalize the quality of basic education in the Philippines.

“We always remind ourselves that our constitutional mandate to provide every Filipino not only access to education but to basic quality education. We have realized that we are facing the reality that we still have much to do in responding to the constitutional mandate as far as quality education is concerned,” the Education chief explained during the launch.

BASIC EDUCATION ENROLLMENT POLICY

 

I. Rationale

Pursuant to the Constitutional mandate of the Department of Education to ensure the delivery of accessible and quality education, it has put in place a functional basic education system. The enactment of Republic Act No. (RA) 10157 or the Kindergarten Act and RA 10533 or brought about sweeping the Enhanced Basic Education Act of 2013 changes in basic education which gave rise to the need to align DepEd’s existing processes with these reforms. The enrollment of learners, particularly the collection and management of enrollment data, is one  such process, integral in planning, resource allocation, policy formulation, and development of interventions. To align the enrollment process with ongoing reforms, DepEd has issued and implemented
several policies, such as the adoption of the Learner Reference Number (DO 22, s. 2012), the Adoption of Modified School Forms (DO 4, s. 2014, the Omnibus Policy on Kindergarten (DO 47, s. 2016), and the policy on Transfer of Records (DO 54, s. 2016). This Policy is issued to consolidate the various issuances on enrollment and institutionalize a basic education enrollment process.

II. Statement of Policy

All learners who elect to enroll in public schools nationwide must be accepted upon submission of the minimum documentary requirements articulated in this Policy.

Learners who wish to enroll in private schools and state and local universities and colleges (SUCs/LUCs) offering basic education must submit the minimum documentary requirements stipulated in this Policy, and satisfy other conditions for admission that the institution may require.

This Policy establishes the standard process of enrollment in public and private schools, SUCs/LUCs offering basic education, and Alternative Learning System (ALS) learning centers nationwide.

 

III. Scope of the Policy

This Policy shall guide DepEd offices and personnel involved in enrollment in public and private schools, SUCs/ LUCs offering basic education, and ALS learning centers. This will also provide guidance to parents and learners on the enrollment process and the attendant requirements.

This Policy covers early registration, actual enrollment, Learner Information System (US) encoding, and reiteration of policies on collection of fees, among others.

 

IV. Definition of Terms

For purposes of this Policy, the following terms are defined and understood as follows:

  • a. Early registration – the pre-registration of incoming Kindergarten, Grades 1, 7, and 11 learners which takes place prior to the opening of classes
  • b. Pre-registered – learners who underwent the early registration process, but are not considered officially enrolled
  • c. Enrollment – the process of registering learners into the Learner upon the submission of the required Information System (LIS) supporting documents and first date of attendance
  • d. Learner – an individual enrolled in an educational institution offering basic education
  • e. Moved in – learners coming from other schools who enrolled in the school in the middle of the school year
  • f. Moved out – learners who were previously enrolled in the school but enrolled in other schools the middle of the school year
  • g. Temporarily enrolled – learners who are not officially enrolled due to deficiencies in submission of documentary requirements
  • h. Transferred in – learners aggregated by male and female who entered from one school to another, either government or private from 1 1st Friday of school calendar days to March 3
  • i. Transferred out – learners who left school to enter another school as evidenced by a request for permanent record (Form 137) from 1st Friday of school calendar days to March 3
  • j. Out of School Children (OSC) – persons aged 6 to 14 years who are not attending school
  • k. Out of School Youth (OSY) – persons aged 15 to 24 years who are not attending school, have not finished any college or post- secondary course, and are not working
  • l. Balik-Aral learner – a learner who went back to school and resume study after year/years of dropping out or discontinuing study
  • m. Indigenous Peoples (IP) learner – a learner born of either or both parents who are IP as defined in RA 8371 or the Indigenous Peoples Republic Act of 1997
  • n. Special Education (SPED) learner – a learner in need of basic education that takes into account the special needs of both the differently abled and the gifted
  • o. Philippine Educational Placement Test – a battery of tests covering five basic subjects for validating and accrediting knowledge and skills in academic areas gained through informal and non formal means, for re-entry into formal school, job promotion, entry to job training, employment, and self-fulfillment

V. Enrollment Procedures

A. Early Registration

Early registration of incoming Kindergarten, Grades 1, 7, and 11 learners in public schools shall be conducted from the last Saturday of January to the last Friday of February of each year.

Incoming Grades 2-6, Grades 8-10 and Grade 12 are considered pre-registered.

Early registration is conducted to achieve the following:

  • a. Ensure all new entrants for Kindergarten, Grades 1, 7, and 11 learners are registered; and
  • b. Locate, identify and register OSC and OSY in the community who may be characterized as:
    • Living with disability/ ies
    • Living in an off-grid community
    • Living in a barangay without a school
    • Living in a geographically isolated area
    • Displaced due to natural disaster
    • Living in an armed conflict area
    • Living in an area with high level of criminality/drug abuse
    • Having chronic illness
    • Having nutritional problem/ s
    • Victim of child abuse, economic exploitation
    • Stateless /Undocumented
      • In conflict with the law
      • Living on the streets
        No longer in school but interested in going back to school

Sec. Briones: Avoid Using Schools as Evacuation Centers

Education Secretary Leonor Briones on Friday called on local governments to spare schools from being used as evacuation centers during calamities.

Panahon pa ng Mayon, sinasabi na namin na sana iwasan na ang paggamit ng school buildings as evacuation centers para hindi ma-interrupt ang classes. Kailangan makapaghanap sila ng lugar kung saan makapagpatayo ng temporary learning shelters gaya ng sa Marawi (Even during the Mayon eruption, we said the use of school buildings as evacuation centers must be avoided so that classes won’t be interrupted. They must find a place where temporary learning shelters can be put up, just like in Marawi),” Briones told reporters on the sidelines of the launch of the “Duterte Legacy” campaign in Pasay City.

Since last weekend’s eruption of the Taal Volcano, classes have remained suspended in the provinces of Cavite and Batangas, and some parts of Laguna.

Meanwhile, Metro Manila and some local government units in Central Luzon suspended classes on Monday and Tuesday as ashfall from the volcano reached these areas.

Wala silang pasok ngayon, may gap (The learners don’t have classes, there is a gap). This is why we’re trying to solve the problem of the learners whose classes have been suspended by negotiating with the local governments. Batangas alone has more than 120 schools, 168 schools for the entire region, including six private schools,” Briones said.

According to the Department of Education’s latest report, about 7,895 schools in 58 divisions with 7,228,468 learners have been affected by the Taal Volcano eruption.

To complete the school calendar days, learners affected by natural disasters usually attend extended class hours, have classes during holidays and weekends, and adapt to alternative ways of learning.

“Sabi ng regional director namin puwede sa umaga klase, tapos sa gabi evacuation centers. Pero mahirap yan (Our regional director suggested that schools can be used for classes in the morning and as evacuation centers in the evening but that’s difficult). So if you’re a policymaker, you have to make a choice. There were local governments that were responsive and built multi-purpose halls, especially those along the coastlines but not every local government did that,” Briones said.

Citing that it is best for evacuee learners to continue studying at the nearest schools in the places where they transferred, Briones said she signed on Wednesday “a memorandum ordering all public schools to accommodate all young evacuees with or without recommendation and have their school requirements to follow.”

She added that public school teachers affected by the Taal Volcano eruption have the choice not to work or teach in the meantime.

“They can refuse or they also cannot refuse. But in our experience, they don’t refuse. By the way, walang interruption sa sweldo (there’s no salary interruption),” she said.

Starting February 1 until March 6, 2020, the Department of Education (DepEd) is set to open its Early Registration desks for the incoming Kindergarten, Grades 1, 7 and 11 learners for school year 2020-2021 in public and private elementary and secondary schools nationwide.

Through DepEd Order (DO) No. 3, s. 2018, otherwise known as the “Basic Education Enrollment Policy,” Sec. Briones stated that early registration seeks to locate, identify and register out-of-school children and youth in the community who may be characterized as: living with disability/ies, living in off-grid/far-flung community; a barangay without a school, or a geographically isolated area; displaced due to natural disaster; living in an armed conflict area or area with high level of criminality/drug abuse; having chronic illness or nutritional problem/s; victim of child abuse or economic exploitation; stateless/undocumented; in conflict with the law; living on the streets; and no longer in school but interested in going back to school.   • DepEd Personnel to Receive Full Service Recognition Bonus

An official of the Department of Education (DepEd) assured that its qualified personnel – both teaching and non-teaching – will still receive the remaining of their Service Recognition Incentive (SRI).

DepEd Undersecretary for Finance Service and Education Programs Delivery Unit Annalyn Sevilla, in a Facebook post, gave an update on the remaining balance of SRI which is targeted at P3,000 for each qualified DepEd personnel.

“The remaining balance of SRI will be uniform in amount for all DepEd employees,” Sevilla said. “The process is taking some time because we want to ensure all DepEd personnel will be given the same amount (and we are aiming for 3k for all) and we will provide the funding for all schools, divisions and regions including the CO [Central Office),” she added.

In December, qualified employees of the DepEd received P7,000 after the Office of the President issued Administrative Order No. 19, series of 2019 which authorizes the grant of SRI at a “uniform amount” not exceeding P10,000 for each government employee for Fiscal Year 2019.

In a memorandum issued by her office dated December 4, 2019, Sevilla said that qualified employees of DepEd were scheduled to receive an SRI amounting to P7,000 not earlier than December 20, 2019. This amount, she explained , “shall be released to all qualified DepEd employees” not earlier than the stated date. The qualified DepEd personnel may also receive an additional amount of P3,000-SRI. However, this may be issued at a later date. In another memo by Sevilla dated December 17, the DepEd reiterated the provision under Section 4 of the AO No. 19 pertaining to the funding source of the SRU for employees in the Executive Departments.

Sevilla explained that the Miscellaneous Personnel Benefits Fund (MPBF) under the FY General Appropriations Act (GAA) to fund a portion of the SRI in the amount of P7,000 per employee. Meanwhile, she clarified that the available released Personnel Services (PS) allotments of the agency for the remaining P3,000 for each employee. “And in the event that the available released PS allotments are insufficient to fully cover the P3,000 per employees, a lower but uniform amount be paid to all qualified employees of the agency,” she added.

Meanwhile, Sevilla assured the concerned employees that they will still receive the remaining SRIs. “Don’t worry if your school, division or region doesn’t have the sufficient PS savings to cover the P3,000,” she said. “We will collect available PS funds and share to all,” she added.

Sevilla also asked the concerned personnel to “wait a little longer” as the DepEd is “almost done consolidating all available PS savings from 2019.” Once this process is completed, she assured that DepEd “will download the allotment available to pay for the remaining P3,000.”

Earlier, Sevilla explained that the the P7,000-SRI was “charged” to allotment and cash released by the Department of Budget and Management (DBM). Meanwhile, the remaining P3,000 will sourced from the available released PS allotments of the agency.

“Inasmuch as we are still in the process of pooling the available PS savings as generated by all DepEd operating units to cover the P3,000 portion of the SRI per employee to arrive at a uniform rate to all DepEd teaching and non-teaching employees in the actual payment thereof, the payment of the P7,000 portion of the SRI per employee, which is chargeable against MPBF, shall be made first considering that the funds for the purpose will be released by the DBM,” Sevilla explained.

As per DBM, Sevilla explained that the proposed tapping of the “unreleased” PS allotments to fund the P3,000 portion of the SRI per employee is “no longer feasible” since the AO 19 s. 2019 “explicitly provides that it should be sourced from the released PS allocations only.” The payment of such portion of the incentive, she added, “shall be decided through a separate memorandum as soon” as her office “determines the actual PS savings to be pooled and distributed per operating unit.”

Sevilla reiterated that the grant of the SRI was something “unexpected.” Thus, she urged all DepEd employees to “appreciate the effort” of President Duterte, and cabinet secretaries who approved this incentive, and all DepEd finance officers “who will identify funding sources.”

  • DepEd Statement on the Novel Coronavirus (nCoV)

DepEd regards the nCoV as a matter of serious and urgent concern. We stand ready to contribute to the overall Philippine government efforts for the management of this public health situation, and look to DOH for guidance on how we can best help. At this point, the situation is unfolding, and we do not want to contribute to any confusion, panic or false information.

Even before the confirmation of the first nCoV case, DepEd Secretary Briones has been calling on schools and coordinating with DOH officials for the implementation of DOH guidelines, particularly on any decision for any school lockdown in specific communities should a need arise. Secretary Briones is calling on DepEd officials in the affected regions to cooperate with the DOH teams who are now engaged in the task of tracing individuals who were in contact with and may have been exposed to the confirmed patient during her visit.  This is for the benefit not only of our schools and learners but of the communities as well.  The Secretary has been in direct communication with the DOH Secretary as well as the health officers in the affected regions and communities visited by the confirmed patient since last night.

We direct the regions and schools to continue extending their fullest cooperation to DOH on the nCoV situation. On a general level, what the DepEd has at present are efforts to promote awareness and precautionary measures for schools and their immediate communities, using the information materials from DOH. Our local units are also instructed to coordinate with their DOH counterparts. These directives were communicated through various means, such as a January 24, 2020 advisory from the office of the Undersecretary for Administration.

In light of the confirmation of one case and a number of patients under investigation, as announced by DOH, as well as the reported declaration by the WHO of the nCoV as a Public Health Emergency of International Concern, available DepEd Execom members will have a meeting this morning on the matter. In the meeting, we will consolidate available information from official sources, and discuss further actions, measures and mechanisms for readiness and response. We will also send observers to any meeting that the government Inter-agency Task Force may have. We have also expanded the coverage of the work of the Taal Quick Response and Recovery Team to include the nCoV matter.

We will provide further updates this afternoon.

  • DepEd Issues Preventive Measures vs. nCoV, Suspends Major February Events

The Department of Education (DepEd) released guideline on Tuesday as preventive measure of the novel coronavirus (2019-nCoV ARD) in basic education schools and offices, after taking cue from Department of Health (DOH) and the World Health Organization (WHO).

“The first thing we teach in the Department of Education is compliance with laws and regulations so all of these [preventive measures against 2019-nCoV] have been considered. We have now a compilation of all issuances of the WHO, the Department of Health, and the Office of the President as guide for our teachers and learners,” Secretary Leonor Magtolis Briones said.

DepEd issued Department Memorandum 15, s. 2020, stating the first set of policy directives of Task Force nCoV, which includes postponing all national and regional activities involving learners and/or teachers for the month of February.

The National Science and Technology Fair (NSTF) in Quezon City on February 10-14, National Schools Press Conference (NSPC) in Cagayan and National Festival of Talent (NFOT) in Isabela on February 17-21 were some of the postponed events as part of the preventive measures. Palarong Pambansa, however, is not included in the list of affected activities since it will officially open by May of this year.

The Department will evaluate the suspensions of the activities to assess the reaffirmation or revocation of the suspension, depending on the development of the situation and upon the advice of DOH.

In addition, DepEd also discouraged all division and district activities that involve the gathering/congregation of various schools, and advised the organizers to seek the recommendation of local health authorities should the activities push through.

Personnel and learners exhibiting respiratory infections were also advised not to attend activities that involve congregation of learners within the school while off-campus activities as defined in DepEd Order No. 66, s. 2017 (Implementing Guidelines on the Conduct of Off-Campus Activities) were also suspended.

Travel limitations and restrictions

The DepEd memorandum also delineated travel limitations and restrictions of all DepEd personnel and learners.

Official travels previously approved by the Secretary for the month February to countries (the latest list of countries with confirmed cases is accessible in the WHO’s site https://www.who.int/emergencies/diseases/novel-coronavirus-2019/situation-reports) identified to have confirmed cases or persons under investigation for nCoV are also revoked. All DepEd personnel and learners with approved personal travels to the same countries are highly advised not to proceed.

Personnel and learners coming from travel abroad, meanwhile, must comply with the prescribed quarantine procedures of proper government authorities before returning to work or school.

Public information and awareness campaigns

Classroom discussions are also encouraged to tackle the nature of the 2019-nCoV ARD, ways of transmission, signs and symptoms, and precautionary measures such as regular handwashing, maintaining healthy lifestyles, ensuring food safety and consulting a physician when symptoms attributable to respiratory infection.

Official collaterals for display in schools and offices containing these key messages (sample is attached) may be downloaded at https://www.deped.gov.ph/stopncov. Editable files are available for translation to local languages and dialects.

The Department also enjoined all offices and schools to use and share only verified and up-to-date information from reliable and official sources such as the WHO via https://www.who.int/emergencies/diseases/novel-coronavirus-2019 and the DOH via https://www.doh.gov.ph/2019-nCoV.

It follows the four-phase cycle of SPMS prescribed in CSC Memorandum Circular No. 6, s. 2012 and aims to ensure that both teaching and non-teaching personnel focus work efforts toward achieving the Department’s vision, mission, values, and strategic priorities. As stipulated in DepEd Order No. 2, s. 2015 (Guidelines on the Establishment and Implementation of RPMS in DepEd), RPMS is a systemic mechanism to manage, monitor and measure performance, and identify human resource and organizational development needs to enable continuous work improvement and individual growth.

The Department of Education (DepEd) reaffirmed that the alignment of the Results-Based Performance Management System (RPMS) with the Philippine Professional Standards for Teachers (PPST) is the result of the Focus Group Workshops conducted between March and April 2015 across 17 regions in the country.

The participants in the workshop expressed the need for teachers to focus on teaching, and therefore recommended for the immediate alignment of the RPMS and PPST.

To respond to these demands from the field, the Philippine National Research Center for Teacher Quality (RCTQ), in coordination with the Bureau of Human Resource and Organizational Development (BHROD), National Educators Academy of the Philippines (NEAP), Teacher’s Education Council (TEC) and the Basic Education Sector Transformation (BEST) program, conducted a two-phase project on the development and validation of the RPMS Tools.

RPMS-PPST: Helping Teachers Improve Delivery of Quality Basic Education

The Department of Education (DepEd) underscored anew the importance of the Results-Based Performance Management System (RPMS) that is aligned with the Philippine Professional Standards for Teachers (PPST) in ensuring the delivery of quality, accessible, relevant, and liberating basic education in the country.

  • Parents’ Role in Developing Kids’ Reading Habits Cited

The number of “frustrated” readers in the province of Iloilo is not only the concern of the government but also of the parents as the problem starts at home, an Iloilo board member said on Tuesday.

The Department of Education (DepEd) in Iloilo said 42,000 out of the estimated 500, 000 learners in the province fall under the frustration level.

“Frustrated” readers refer to learners who can read words but do not have the desire and the ability to comprehend, said Dr. Roel Bermejo, DepEd-Iloilo schools division superintendent, in recent interviews.

Third District Board Member Jason Gonzales, who also chairs the Regional Education Council, said in an interview on Thursday, the problem on the number of frustrated readers in the province is the concern of all and not by the government alone.

“The problem starts at home,” he said.

Gonzales said the frustration on the reading of the learners is linked to their use of gadgets.

Citing multiple studies from Harvard medical school, Gonzales said children aged one to two years old exposed to gadgets have low reading capacity.

“The brain (of children) who use gadgets are conditioned to moving pictures, especially from zero to two years of age. The moment they open a book, it will be increasingly harder to teach children how to read,” he said.

He said the parents should be the ones to protect the children up to seven years old as their optimal stage for learning.

The parents can help their children refrain from gadget use, he said, although some of the parents complain that their children would not behave without the aid of these electronic gadgets.

“I cannot emphasize how big a problem this is and this is the problem that can also be solved not by teachers but by parents,” he said.

Meanwhile, Gonzales said Iloilo Governor Arthur Defensor Jr. has met with Bermejo on Monday to ask the DepEd for the breakdown of the 42 000 frustrated readers.

The data is meant to pinpoint which towns the frustrated readers come from and to implement interventions.

Aside from the provincial government, the Regional Education Council will also make use of the DepEd’s data to also intervene with the number of frustrated readers, Gonzales said.

“The Regional Education Council recognizes that our intervention in education will be systematic and large scale,” he said.

The Regional Education Council is planning to set a Regional Education Summit in March.

Gonzales said the summit will help local chief executives on their role to address rising concerns on education.

The local chief executives need to be aware of the participation rate of learners in schools; the cohort survival rate or the rate of learners entering the first grade that can make it into the sixth grade; the activation of school governing council; and the establishment of expanded school board which will be needed for budgetary concerns; and the literacy rate, among others.

This week’s news that matter:

  • DepEd bats for more non-teaching staff, guidance counselors

Keen to further reduce teachers’ load in school duties, the Department of Education (DepEd) is in continuous talks with the concerned national agencies to grant the needs for more non-teaching staff and guidance counselors.

Education Secretary Leonor Magtolis Briones on Thursday reported on a meeting of the House of Representative Committee of Basic Education and Culture that the Department of Budget and Management (DBM) is favorably considering the request of DepEd for the adding of non-teaching items to its overall budget.

For this year, DepEd was granted additional 5,000 non-teaching items but Briones hopes more slots for administrative or technical jobs will be given to the thousands of schools that the Department is managing.

“It is not enough for our 47,000 public schools but it is already, I believe, a step in the right direction,” Secretary Briones said.

DepEd has also reduced the number of school forms needed to be filled out by teachers to 10 from the previous 36 forms after implementing simplified school forms, standardization of format, and updating and reduction of data needed in existing forms.

Solving the guidance counselors’ supply problem

The DepEd chief also said that discussion with the DBM and Civil Service Commission (CSC) is ongoing to ease up minimum requirements to attract more guidance counselors in the public school system.

“At this time with Generation Z and the challenges which our learners our facing from society and global developments, kailangan talaga ng guidance counselors,” Briones noted.

Briones explained that a public school guidance counselor has a very stringent minimum requirement, needing a master’s degree holder and a LET passer, but the government does not offer a competitive salary for practitioners, thus creating a ‘problem of supply’.

“We don’t have enough graduates that specializes in guidance counselling, and if they are, they are usually in the private sector because the compensation is more attractive,” she said.

Briones said that DepEd already proposed lowering the requirements for guidance counselors and is up for consideration of DBM and CSC.

Fundamental Principles of Classroom Assessment

The Content Principle.

Any classroom assessment should first and foremost be anchored in applicable subject content. Assessment should do much more than test distinct technical skills, as do many of today’s topic assessment structures. The objective of assessment should be to measure students’ understanding of the meaning, process, and uses of subject area knowledge. The new vision requires curriculum and matching assessment that is bigger and more cohesive than traditional approaches. Assessment should emphasize problem solving, thinking, and reasoning. Students should be encouraged to ask questions and formulate solutions of their own, not simply to respond to questions posed by their teachers.

The Equity Principle.

Assessment should be used to establish what students have learned and what they still need to learn in order to use knowledge well. Planning assessments to enhance equity requires conscientious rethinking not only of the entire assessment process, but also of how different individuals and groups are affected by assessment design and procedures. The challenge posed by the equity principle is to devise tasks with sufficient flexibility to give students a sense of accomplishment, to challenge the upper reaches of every student’s understanding, and to provide a glimpse into each student’s thinking. Assessments can contribute to students’ opportunities to learn only if they are based on standards that reflect high expectations for all students.

The Learning Principle.

To be an effective part of the educational process, assessment should be an integral part of learning and teaching, rather than merely the culmination of the process. Time spent on assessment will then contribute to the goal of improving the learning of all students. If assessment is to support learning, then assessment tasks must provide genuine opportunities for all students to learn significant content.

 

Reminders on Classroom Assessment

Classroom Assessment Is Not Exclusively:

  • A process in which general reporting is done on an individual or case-by-case basis;
  • A source of information for teacher evaluation, promotion or tenure;
  • An irregular, unplanned process;
  • A singular process for gathering data for the purpose of making decisions about the curriculum;
  • A process or procedure limited to, or by regular program reviews;
  • Used to fulfill external regulations or accountability requirements.

 

Classroom assessment is aimed at helping students perform well in relation to the learning standards. Learning standards comprise content standards, performance standards and learning competencies that are outlined in the curriculum.

  1. Content Standards identify and set the essential knowledge and understanding that should be learned. They cover a specified scope of sequential topics within each learning strand, domain, theme, or component. Content standards answer the question, “What should the learners know?”
  2. Performance Standards describe the abilities and skills that learners are expected to demonstrate in relation to the content standards and integration of 21st century skills. The integration of knowledge, understanding, and skills is expressed through creation, innovation and adding value to products/ performance during independent work or in collaboration with others. Performance standards answer the following questions:
    • “What can learners do with what they know?”
    • “How well must learners do their work?”
    • “How well do learners use their learning or understanding in different situations?”
    • “How do learners apply their learning or understanding in real-life contexts”?
    • “What tools and measures should learners use to demonstrate what they know?”
  3. Learning Competencies refer to the knowledge, understanding, skills, and attitudes that students need to
    demonstrate in every lesson and/or learning
  4. activity.
  5. Concept Development. The learning standards in the curriculum reflect progressions of concept development The Cognitive Process Dimensions adapted from Anderson & Krathwohl (2001) may be a good way to operationalize these progressions. It provides a scheme for classifying educational goals, objectives, and standards. It also defines a broad range of cognitive processes from basic to complex, as follows:
    • Remembering – The learner can recall information and retrieve relevant knowledge from long-term memory: identify, retrieve, recognize, duplicate, list, memorize, repeat, reproduce
    • Understanding – The learner can construct meaning from oral, written, and graphic messages: interpret, exemplify, classify, summarize, infer, compare, explain, paraphrase, discuss
    • Applying – The learner can use information to undertake a procedure in familiar situations or in a new way: execute, implement,  demonstrate, dramatize, interpret, solve, use, illustrate, convert, discover
    • Analyzing – The learner can distinguish between parts and determine how they relate to one another, and to the overall structure and purpose: differentiate, distinguish, compare, contrast, organize, outline, attribute, deconstruct
    • Evaluating – The learner can make judgments and justify decisions: coordinate, measure, detect, defend, judge, argue, debate, critique, appraise, evaluate
    • Creating – The learner can put elements together to form a functional hole, create a new product or point of view: generate, hypothesize, plan, design, develop, produce, construct, formulate, assemble, design, devise

  • DepEd open to more dialogue on improvement of MTB-MLE implementation

As part of the ongoing K to 12 curriculum review, the Department of Education (DepEd) will conduct a nationwide conference of education practitioners and experts on March 25, 2020 to tackle improvements of the curriculum, including the implementation of Mother Tongue-Based Multilingual Education (MTB-MLE).

In a meeting of the Committee on Basic Education and Culture at the House of Representatives on Thursday, Secretary Leonor Magtolis Briones said that the one of the agenda of the conference is to review and update the MTB-MLE transition program.

“We are taking steps on the issues of MTB-MLE. Kailangan maresolve ito kaya lahat nirereview natin, at gusto nating baguhin natin ang challenges including the learning process of our learners,” Briones said.

Republic Act No. 10533 or the Enhanced Basic Education Act directs DepEd to adhere to the principles and framework of MTB-MLE in its curriculum development. Kindergarten and Grades 1 to 3 learners are required to receive instruction, teaching materials, and assessment in their respective regional or native language.

Undersecretary for Curriculum and Instructions Diosdado San Antonio said the DepEd is keen to continue implementing the MTB-MLE despite the early challenges of its implementation.

Usec. San Antonio added that the Department already produced teaching and learning resources for 19 languages of the Philippines, which covered almost 80% of the learners’ population, and are focused to develop resources for indigenous peoples (IPs) languages.

“This year, we hope to be able to do at least 20 IP languages and our roadmap by 2027, all of the estimated 180 IP languages will have their own learning resources for MTB-MLE,” San Antonio added.

K to 12 Curriculum review

Usec. San Antonio noted that the Phase 1 of the review of the K to 12 curriculum is near completion and is set for presentation in the conference in March.

“We are set to find cognitive demands as written in our intended curriculum, if its comparable to our neighboring and first-world countries,” San Antonio said.

San Antonio explained that the review is in three phases: curriculum as implemented; curriculum as assessed; and curriculum as attained.

“Initial review ito but complete in terms of Phase 1. There is really a need to come up with transitional strategies to address congestions in the curriculum,” he shared.

1. The unprecedented outbreak of COVID-19,  which resulted in the implementation of various forms of community quarantine, has greatly affected the education system. While our united efforts in the past months against the COVID-19 pandemic are producing positive results, it is not yet fully contained, and our country and the world at large continue to face challenges brought about by this unforeseen health crisis.

 

2.  The Department of Education (DepEd) is committed to ensure educational continuity amidst the challenges. Education must continue to give hope and stability, contribute to the normalization of activities in the country, facilitate development of our learners and bring normalcy to their lives, but health and safety of learners and school personnel arc of utmost importance and must be protected at all times.

 

3. After consultations and internal discussions, DepEd has reached a decision to set the opening of School Year (SY) 2020-2021 on August 24, 2020. However, the days in August prior to the formal school opening will be used to provide learners with assignments to explore foundational topics for deepening during the year, orientation on the utilization of alternative learning delivery modalities and corresponding learners’ materials, and mental health and psychosocial support activities. These pre-opening activities devoted to the attainment of the learning objectives for the school year shall be counted as class days. The school year will end on April 30, 2021.

 

4. The push back in the formal school opening by nearly three months from the traditional opening on the first Monday of June, is intended to afford DepEd enough time to undertake the necessary preparations in what will be an extraordinarily challenging school year.

 

5. School opening will not necessarily mean traditional face-to-face learning in classroom. The physical opening of schools will depend on the risk severity grading or classification of a locality, pursuant to guidelines of the Department of Health (DOH), the Intcr-Agcncy Task Force for the Management of Emerging Infectious Diseases in the Philippines (IATF|, or the Office of the President (OP). Even in areas where schools are allowed to open, physical distancing will still be required, which will necessitate schools to combine face-to-face learning with distance learning.

 

6. Because of the compressed school year, the Secretary is authorizing the holding of Saturday classes, through the conduct of distance learning activities to be undertaken by learners, pursuant to Republic Act (RA)  No. 7797. Should religious considerations prohibit these Saturday activities, they shall be undertaken on Sundays. In all, the total class days in the 2020-2021 school calendar will be 203 days.

 

7. The learning intervention for Alternative Learning System (ALS) shall also formally open on August 24, 2020, while the program duration will depend on the learner’s educational background or existing knowledge level prior to enrolling in the ALS program.

 

8. Private schools and state/local universities and colleges (SUCs/LUCs) offering basic education will be allowed to open classes within the period authorized by RA 7797, which is on the first Monday of June but not later than the last day of August, Provided.

 

a.  No face-to-face classes will be allowed earlier than August 24, 2020, and from then on, face-to-face classes may be conducted only in areas allowed to open physically.

b. They submit in advance the following documents to the DepEd Regional
Offices (ROs) for review and monitoring purposes:

 

i. Their school’s plan for compliance with minimum health standards that will be issued by DepEd, consistent with guidelines of the DOH, the IATF, and the OP;

ii. Their school’s Learning Continuity Plan showing alternative delivery modes of learning when face-to-face learning is not allowed, which shall constitute compliance with the requirement provided under Item 6 of Annex 3, DepEd Order No. 021, s. 2019; and

iii. Their school’s SY 2020-2021 School Calendar.

 

9. The Implementing Guidelines on the School Calendar and Activities for SY 2020-2021 are provided herein (Enclosure No. 1) to enable the schools and community learning centers (CLCs) to effectively and efficiently implement the school events and activities. Likewise, the guidelines shall allow the ROs and the schools division offices (SDOs) to provide support to schools and CLCs, particularly in the areas of instruction and progress monitoring and evaluation.

 

10. Schools and CLCs may observe national and local celebrations other than those indicated in Enclosure Nos. 2 and 3, provided that these are beneficial to the learners. In this regard, ROs may issue a supplemental calendar to reflect their local events. The significance of these celebrations may be integrated in the day’s learning activity.

 

11. Immediate dissemination of and strict compliance with this Order are directed.

DepEd Drop Box System of Enrollment | DepEd Official Statement

June 15, 2020 – The Department of Education released an official statement reiterating that they are one with the President that the health of our learners is non-negotiable and no face-to-face classes will be conducted until the safety of all is assured. In its statement, DepEd will continue in conducting remote enrollment and will open a drop box system of enrollment to cater those parents who do not have access to remote means (text, call, online and social media) to communicate with their schools but wish to enroll their child. This system will be ready starting June 16, 2020 as provided in DepEd Order No. 008, s. 2020 – Guidelines on Enrollment for School Year 2020-2021 in the Context of the Public Health Emergency due to COVID-19.

According to DepEd, these drop box/kiosks which could be found in barangay halls or schools, will be set-up only for picking up and dropping-off the Learner Enrollment Survey Form (LESF). DepEd advised the parents or gurardians to follow these general instructions before heading to the drop box kiosks:

  • Drop box kiosks will only cater to those parents who do not have access to remote means (text, call, online and social media) to communicate with their schools but wish to enroll their child.
  • Only one adult from a household with quarantine pass will be allowed to go to these kiosks.
  • Parents and guardians needing assistance are advised to ask their respective barangay leadership in this transaction.
  • Parents and guardians must be familiar with the advisory of the school or barangay on designated pick up and submission points before going out.

 As we continue to prepare for a challenging school year ahead of us, the Department of Education (DepEd) maintains its commitment of ensuring the safety of our learners, teachers, and parents in these difficult times. We thank our parents and teachers for supporting our mission of offering learning opportunities amid the COVID-19 pandemic, evident by more than 10 million learners nationwide who registered remotely in the first two weeks of the enrollment period. With this development, we reiterate that we are one with the President in saying that the health of our learners is non-negotiable and no face-to-face classes will be conducted until the safety of all is assured.

Moving forward, we will continue to conduct remote enrollment while we will open the drop box system of enrollment, which will be ready starting tomorrow as provided in DepEd Order No. 008, s. 2020. These drop box/kiosks, which could be found in barangay halls or schools, will be set-up only for picking up and dropping-off the Learner Enrollment Survey Form (LESF).

Please follow the general instructions before heading to the drop box kiosks:

We have recently set out instructions to our regional offices in order to have a safe and smooth management of enrollment process. In this regard, we have received updates from our Regional Directors on various feasible arrangements, which they have been preparing for and coordinating with local officials since the start of enrollment.

We have also instructed schools to coordinate with barangay officials in the distribution and retrieval of LESFs. To ensure that minimum health standards are met, markings and signage will be in place to ensure proper social distancing while teachers and personnel stationed at the enrollment kiosks will be provided with face masks and disinfectants during the course of the enrollment process.

This school year’s enrollment is crucial to our preparation as it will validate the data of the early registration done in January and if learners in other grade levels will continue to avail of the education services of the Department.

In the past months, our united effort in ensuring the health and welfare of everyone while opening up education opportunities for all have shown promising results. Let us continue the spirit of Bayanihan as we proceed with the enrollment period and into a safe and secure conduct of School Year 2020-2021.

Revised DepEd Guidelines on Alternative Work Arrangements Due to COVID-19 Pandemic

The Department of Education released the “Revised Guidelines on Alternative Work Arrangements in the Department of Education
during the Period of State of National Emergency due to COVID-19 Pandemic” through DepEd Order No. 11 , s. 2020.

These guidelines take into consideration the policies set forth by the Office of the President and by the Inter-Agency Task Force for the Management of Infectious Diseases (IATF), and are consistent with the applicable guidelines of the Civil Service Commission.

According to the DepEd Order:

All DepEd teaching and nonteaching personnel are expected to make themselves available during working hours and to maximize the time spent in the discharge of their duties and responsibilities. They are expected to observe honesty, integrity, and professionalism in the conduct of their duties so that government time, money, and resources are employed and used efficiently, honestly, and economically, to avoid wastage of public funds and resources.

This Order shall take effect immediately upon issuance and shall remain in force until the State of National Emergency has been lifted by the President. However, to avoid risks of exposure, and to allow for the proper determination and understanding of alternative work arrangements under these guidelines, the status quo on work arrangements for officials, teaching and nonteaching personnel in the entire DepEd nationwide is extended until June 21, 2020.

All teachers in DepEd schools nationwide shall continue to work from home until June 21, 2020, except those authorized by the Regional Directors to render work in field or school in light of the ongoing enrollment, subject to strict observance of COVID-19 health and safety precautions
