Guidelines on Eligibility and Application for the Senior High School Voucher Program (SHS VP) for S.Y. 2020–2021

The Department of Education (DepEd) issued DepEd Order No. 16, s. 2020 – “Guidelines on Eligibility and Application for the Senior High School Voucher Program (SHS VP) for School Year (SY) 2020–2021”.

The said DepEd Order provides details on the requirements, procedure, and schedule for voucher application, from qualification to redemption, as well as other information relative to Senior High School Voucher Program (SHS VP) application. These guidelines have national applicability, effective for vouchers that will be redeemed in SY 2020-2021.

On its Official Statement released last  June 26, 2020, The Department of Education (DepEd) clarified the account of Secretary Leonor Briones published by GMA News Online last June 23, regarding the Senior High School Voucher Program (SHS-VP). It says:

The SHS-VP is an annual program of the Department which provides financial assistance to qualified Grade 10 completers who want to pursue their desired SHS education in private schools, state universities and colleges, and local universities and colleges.

Recently, there has been some confusion over whether or not the SHS-VP will continue for the incoming school year, as Secretary Briones mentioned the Php 8-Billion fund reduction (1.7B coming from the SHS Voucher Program) of the Department for the Bayanihan to Heal as One Act fund.

DepEd would like to reassure the public of its commitment to continue with the program. While this is a big challenge, we continue to pursue other funding to provide this aid as it is our learners’ right. We are finalizing the implementation of this program, but still require further information on the demand based on this year’s enrollment. DepEd is expecting the results of the Learner Enrollment and Survey Forms (LESF) to provide the necessary information. The Department shall open the application for the SHS-VP for SY 2020-2021 once we have the necessary information and funding in place.

DepEd expresses its gratitude to all our stakeholders for their cooperation, patience, and support. The Department is taking the necessary steps to ensure that the implementation of the Senior High School Voucher Program will continue, despite the national health emergency that the country is facing.

 

IMPORTANT NOTES on the Application for the Senior High School Voucher Program:

— Application will be done online ONLY; free of charge.
— No manual applications will be accepted.
— All applications shall be coursed through PEAC NS via the Online Voucher Application Portal (OVAP) at http://ovap.peac.org.ph.
— Voucher Applicants must use a working email address they have access to.
— To stary your application, access OVAP at http://ovap.peac.org.ph. Follow the instructions to create an OVAP account.

 

IMPORTANT DATES for the Application for the Senior High School Voucher Program:

— June 29, 2020 – Start of voucher application period
— July 22, 2020 – Deadline for creation of accounts on OVAP
— July 24, 2020 – Deadline for submission of applications on OVAP
— August 14, 2020 – Posting of application results on OVAP and Start of voucher redemption
— October 30, 2020 – Deadline for uploading of required supporting documents and voucher redemption

Results will be posted on OVAP and may be accessed by learners, parents, and schools. Voucher Applicants will not be notified of the results; it is the responsibility of
the VA to check the results of the application on OVAP.

PPST-aligned RPMS: A Guide for Teachers by Teachers

 

The Department of Education (DepEd) reaffirmed that the alignment of the Results-Based Performance Management System (RPMS) with the Philippine Professional Standards for Teachers (PPST) is the result of the Focus Group Workshops conducted between March and April 2015 across 17 regions in the country.

The participants in the workshop expressed the need for teachers to focus on teaching, and therefore recommended for the immediate alignment of the RPMS and PPST.

To respond to these demands from the field, the Philippine National Research Center for Teacher Quality (RCTQ), in coordination with the Bureau of Human Resource and Organizational Development (BHROD), National Educators Academy of the Philippines (NEAP), Teacher’s Education Council (TEC) and the Basic Education Sector Transformation (BEST) program, conducted a two-phase project on the development and validation of the RPMS Tools.

This led to the development of the RPMS Manual for Teachers and School Heads that is aligned with PPST. This contains the RPMS Tools and its associated tools –Classroom Observation Tools (COT) and Self-Assessment Tools (SAT) – and performance appraisals forms such as Individual Performance Commitment and Review Form (IPCRF), Midyear Review Form, and Performance Monitoring and Coaching Form.

The Manual provides school heads and other raters a detailed reference to help in the understanding of the tools and the different phases of assessment within the various cycles of RPMS, ensuring that mechanisms are in place to support teacher performance.
The Manual also guides the teachers through the basics in preparing, organizing and completing the Portfolio/RPMS documents, and introduces the concept of annotations to guide teachers through critical reflection of their practices for their continuous improvement.

Over 400 teachers, master teachers, principals, supervisors, DepEd regional directors and other educators across all regions in the country were involved in the development and validation of the RPMS Tools and Manual over three years. It can also be noted that the PPST was developed and validated by over 10,000 pre- and in-service teachers, principals, supervisors, regional directors and other educators, and representatives from government agencies and non-government organizations.

The RPMS tools pertain to the two different teacher performance assessment instruments, one for Teacher I to III (Proficient Teachers) and another for Master Teacher I to IV (Highly Proficient Teachers).

Each tool describes the duties and responsibilities of teachers across career stages, the Key Result Areas (KRAs) for the realization of those duties, and the specific objectives to attain the KRAs. It further presents in detail the various Means of Verification (MOV) that serve as proof of the attainment of specific objectives alongside performance indicators, from outstanding to poor performance.

IPCRF-ready
These tools are practical to use, give preference to quality over quantity, ensure teacher effectiveness, and motivate professional growth and development. This set of RPMS tools were made by and for the teachers, resolving the issues of teachers having difficulty coming up with their IPCRF and compiling irrelevant and voluminous MOVs, and ensuring that their performance and practice of teaching are measured through standardized and objective manner.

It is important to note that with the development of these tools, teachers shall no longer craft/develop their own Individual Performance and Commitment Review Form (IPCRF) in view of the developed RPMS tools in the Manual allowing them to focus on teaching.

Diagnostic Test Compilation for SY 2020 – 2021 | Assessment Tools

Classroom Diagnostic Tests are set of assessment tools designed to provide diagnostic information in order to guide learning instruction and provide support to students and teachers. These assessment tools assist teachers in identifying students’ academic strengths and areas of need.

After Diagnostic Tests, ongoing informal and formal classroom assessment is also important. It is the bond that holds teaching and learning together. It allows educators to monitor teaching effectiveness and student learning. It can motivate and shape learning and instruction that can help teachers gauge student mastery of required skills. It can also help teachers determine whether students are prepared for tests that are used for high-stakes decisions that can help students improve their own performances

Students benefit from diagnostic tests when they understand learning goals and know what kind of assessments will be used to evaluate their achievements. It helps understand what criteria will be used to evaluate their work and what an ideal response looks like.

Before conducting diagnostic tests, it is important to:

  • Develop scoring guidelines for performance assessments that define what constitutes an acceptable response and establish clearly defined levels of performance
  • Share the scoring guidelines with your students before they take the assessment.
  • Discuss the guidelines with your students to ensure that they understand the kind of work expected at each performance level.

After conducting diagnostic tests, , it is important to conduct a post-test discussion with your students. This will give you the opportunity to correct misconceptions, discuss issues raised by the assessment, help students gain a more complete understanding of the material the assessment covered and discuss the different ways students responded to the task, and the strengths and weaknesses of each approach.

It is also important to be generous with feedback. A score alone doesn’t give students sufficient
information about their performance on the assessment.  It is important to tell students:

  • Their areas of strength and weakness
  • What they did correctly and incorrectly
  • What they can do differently next time to improve their performance

 

Assessment integrated with instruction is an extremely powerful teaching tool. Using assessment as part of the learning process instead of in a summative role at
the end of a teaching unit ensures that students understand the relevance of what they are learning and how that learning will be assessed.

Recommended School Activities for the 1st and 2nd Week of Classes for SY 2020-2021

As part of the preparations for the opening of school year 2020 -2021, the Schools Division Office of Quezon City released a memorandum dated August 10, 2020 – RECOMMENDED ACTIVITIES FOR THE 1st AND 2nd WEEK OF CLASSES. The exact dates and other details of implementation are left to the discretion of the school administration, but with a strong reminder from the Schools Division Office to prioritize the health and safety of students, teaching and non-teaching personnel, parents, and other stakeholders in the conduct of these activities.

 RECOMMENDED ACTIVITIES FOR THE 1st AND 2nd WEEK OF CLASSES

 

  1. For the information and guidance of all concerned, the Curriculum Implementation Division (CID) of this Division recommends the activities in the table below for implementation in all schools during the 1st and 2nd week of classes.
  2. The exact dates and other details of implementation are left to the discretion of the school administration, but with a strong reminder from the Schools Division Office to prioritize the health and safety of students, teaching and non-teaching personnel, parents, and other stakeholders in the conduct of these activities.

 

Recommended Activities

      1. Checking and Validation of Enrolled Learners’ Personal Data Sheets.
      2. Collection and Compilation of Consent Form from Parents.
        • In consideration of the Data Privacy Law, schools must secure from parents their consent for their children’s names to be posted online for purposes of communication from teachers, as well as permission for their children to go online during synchronous sessions with their teacher.
      3. Orientation of Parents and Learners.
        • It is strongly recommended that schools provide both virtual orientations and printed orientation brochures or materials to both parents and learners, about the following topics:
          • a. The learning modalities for school years 2020-2021
          • b. The distribution and retrieval mechanisms for the learning packets; and
          • c. The scope and sequence of lessons for the First Quarter, including topics and any performance tasks or projects.
      1. Home and Play Activities/Setting Routines/Establishing Rapport.
        • For the first Key Stage (K-3), the first week is ideal for the parents and their very young children to get used to a regular schedule of coming together for learning, through home and play activities.
        • For all grade levels, the first week is also ideal for getting students, parents, and the whole household to get used to the “study time” of the kids. It is also during this week that teachers should guide the parents in establishing rapport with their children as they take on the role of facilitator of learning.
      2. Informative Sessions on Covid-19.
        • It is incumbent upon educational institutions to ensure that learners gain a better understanding of the disease that is having such a great effect on their lives. Towards this end, the SDO recommends the use of the Covid-19 Learning Guides. These materials were developed by members of the faculty of the University of the Philippines College of Education to help students deal with the challenges brought about by the pandemic.       1. Provision of Psychosocial Services to Learners.
        • DepEd Order No. 7, s. 2020 states that the first week of classes as well as the week before are to be devoted to the provision of psychological first aid to the learners, in light of the Covid-19 crisis that they have been experiencing over the last few months. The recommended material for this is the “Online and Remote PFA Modules” developed by the DepEd in partnership with the National Disaster and Risk Reduction Management System (DRRMS) and the Psychological Association of the Philippines. The module will be uploaded to the Division’s LR Portal.
      2. Activities related to the Buwan ng Wika Celebrations.
        • Details will be provided by the EPS for Filipino, Dr. Rodolfo De Jesus, in a separate memorandum.
      3. Diagnostic Exams.
        • Schools have the option to use teacher- or school-made tests, or the ones to be uploaded by the SDO on the Division’s LRM Portal. The diagnostic exams are NOT limited to the traditional, content-heavy pen and paper tests administered during face-to-face classes. Teachers and school administrators are encouraged to think outside the box and to design diagnostic exams that are holistic in its approach to assessing the students’ readiness to return to school in the new normal.

 

  1. Immediate and wide dissemination of this Memorandum is desired.
